The office of European top diplomat, Federica Moghrini, expresses regret over failing to implement the justice agreement.
She has made it known that Belgrade has called for delaying the implementation of this agreement, even though they say its integration is important for implementation of the dialogue agreement on justice.
42 judges and 14 prosecutors from Kosovo's north failed to take the oath before Kosovo President Hashim Thaci today.
He, in a written statement, accused Serbia of preventing judges and prosecutors from coming to take the oath before him.
