Commission adopted amendments to draft budget review bill

The Board and Finance Commission today, with only one vote against it, voted amendments to the Bill for the completion and amendment of the Kosovo Budget Law.

The Commission estimated that the 20 amendments are harmonised with the position of the Ministry of Finance.

Commission Chairman Lumir Abdixhiku said the first amendment according to the report concerns reviewing Article 4 and the second amendment to review Article 6, and, according to him, these changes have already occurred during the weekend at the Ministry of Finance, where final adjustments and adaptations have been made.

“During the weekend at the Ministry of Finance adjustments and final adaptations have been made. So we were also presented with a report on amendments to the 06/02 bill. I propose that we go to amendments to see if they're on the line we've agreed on, there's no need to vote once again, because we've passed these procedures, but only to see if they're harmonised with the Ministry of Finance changes. The first amendment according to the report concerns reviewing Article 4 and the second amendment to review Article 6. That day we haven't been able to vote, Article 4 and 6, because there have been changes on the tables, these changes have already occurred”, Abdixhiku stressed.

While the first vice president of the Commission for Business and Finance, Safete Hadrejany, has explained for Kosovo the changes of these two articles, 4 and 6, as well as the origin of these tools. She has said that with these changes, the Commission has restored the contingent for health insurance worth 11m euros as they have been. And according to her, the tools for the Pristina-Gjilan highway project have been restored to this project, but for these tools she expressed concern that they would remain in the surplus, because they have not yet completed the relevant procedures for these two destinations.

We have restored these tools to the board and given them to the minister that in the changes that could take place further, there will be a chance that these tools will be used for essential drugs and healing abroad. On the issue of the Gilan project) much has been discussed in the Kosovo Assembly, we have decided on the commission that these means with the approval of the finance minister, these tools are in the budget, but procedures have not been carried out, and these means will certainly go to the test in the absence of conducting procedures. These tools are presented in the amendments, where cuts have been made with several interventions where the means are not implemented in the middle of software, so this is the philosophy of reviewing the budget to make internal adjustments have been provided. I saw the main movements took place in the Ministry of Finance, some programmes that have not been implemented”, Hadrgjina stressed.

The budget bill, adopted in principle in the Kosovo Assembly, will be introduced in the agenda once more by BiH to vote in the accelerated session tomorrow.
