Over 40m euros in question, European Commission examines Kosovo report

The European Commission has confirmed that it is praising Kosovo's report for implementing reforms under the Instrument for Reform and Growth, while the decision to allocate funds is expected to be taken after the process is completed.

On 15 July 2026, the deadline for Western Balkan states, including Kosovo, ended for the handover of reports on implementation of reforms envisioned in the fourth period of reporting.

“After submitting the reports, the European Commission is now assessing the implementation of relevant reform steps, and is deciding on the relevant emissions”, the European Commission said in a response to Kalxo.com.

However, the Commission has not indicated when the final decision will be published, writes Callo. com, broadcast Periscope.


The deadline for reform implementation was June 30, 2026, the date that marked the end of the extra period (“grce period <x1) for steps that should have been carried out since mid-2025.

Kosovo is estimated to have lost over 40m euros due to the failure to implement six reforms, while Brussels' final decision is expected. According to authorities, this situation came as a result of the prolonged electoral cycle and the institutional crisis.

Kosovo's chief negotiator for the European Union, Jeton Zulfaj, confirmed on July 1st 2026 that of the 13 steps to be fulfilled by June 30th, seven are considered implemented, while six were not realised.

According to him, five of these reforms were directly dependent on the adoption of laws in the Assembly, while the Organised Crime Fighting Strategy could not be approved by a government in office.

For steps that have failed to be completed in the extra period, the means dedicated to their completion are lost. The cost is estimated to be over 40m euros”, Zulfaj had declared.

He stressed that the focus now must be on the 61 steps that must be met by 31 December 2026, which are linked to about 444m euros from the Growth Plan. Of these, 22 steps have deadlines by the end of the year and are estimated at 131.7m euros.

So far, Kosovo has benefited 62m euros as pre-finance, accounting for 7 per cent of the total amount, while the rest of the funds remain conditional on implementing reforms.

Six non-fulfilled reforms include:

  1. Power and electricity laws;
  2. The law for state aid and its control system;
  3. The law on innovation and entrepreneurship;
  4. legislation for bankruptcy, and the law for usury;
  5. Six laws in the field of justice;
  6. The Organised Crime Fight Strategy.

The European Union package for the Western Balkans for the period 20242027 totals the value of 6 billion euros. Of this amount, Kosovo has been allocated about 882m euros, of which 253m euros are grants, and 629m euros in loans.

The Kosovo Assembly ratified the Development Plan Agreement on 13 February 2026, following a delay of more than a year caused by political stalemate and holding new elections. /Cashho. com
