Mixed signals for talks with Iran as Trump's envoy moves towards Dohas ʹ recent developments

President Donald Trump said talks with Iran are under way today in Qatar, and that his envoy, Steve Witkoff, is headed towards the capital, Doha, according to two American officials.
But Iran's Foreign Ministry spokesman Esmaeil Baghaei said no talks are planned with the US at any level in the coming days, though an Iranian expert delegation will travel towards Dohas later this week.
Baghaei said Iran and the US have not yet entered the negotiating phase of a final agreement.
Discommunication in messages raises even more doubts about whether negotiators can respect the 60-day deadline, as both sides exchanged attacks over the weekend, testing their already fragile ceasefire.

In Iran: Baghaei said that, according to Article 13 of the US-Iran Memorandum of Understanding, talks on a final agreement could begin only after implementation of provisions 1, 4, 5, 10 and 11. He said the US has issued licenses linked to Article 10, which covers oil sales, and that Iran is working for their implementation. He added that implementation of Article 11 has to do with frozen assets is also being followed. In this context, an expert delegation will travel towards Dohas later this week, adding that any US visit to Qatar has nothing to do with the Iranian delegation's trip.
Iranian President Masoud Peskian said Iran would respect its commitments if the US does the same, warning that Tehran will respond decisively to threats. He also said that half of Iran's 12 billion dollars of frozen assets in Qatar will return to Tehran an issue for which the US has issued conflicting statements.
In the United States: White House Press Secretary Caroline Leavet told Fox News there will be high-level talks, while technical talks will be held in parallel. “Special Envoy (Steve) Witkoff and ( Trump's groom) Jared Kouchner will fly towards Dohas for high-level meetings this week” she said.
In Israel: Defence Minister Israel Katz said Trump insisted that wars in Lebanon and Iran be treated jointly during ceasefire talks, despite Israel's desire to address them as separate conflicts. He said Israel has received US support to stay in Lebanon until Hezbollah is disarmed throughout the country.
In the Strait of Hormuz: Iran's Deputy Foreign Minister said mine removal would only be carried out by Iran, rejecting statements by President Emmanuel Macron, who had suggested that France, Oman and other countries would co-operate. According to MarineTraff data, more than two dozen commercial ships crossed this strategic point during 24 hours, a small part compared to pre-war levels.
In Lebanon: Parliament Speaker N honoured Barry, considered a key ally of Hezbollah, criticised the US-brokered agreement between Israel and his country, saying it “would not be implemented”. The clashes between Hezbollah, backed by Iran, and Israeli forces in southern Lebanon continued over the weekend, days after the two countries signed a new ceasefire.
