The US-Iran Agreement “95% concluded”, but not ready for signature

US President Donald Trump's administration said the US and Iran are closer to a nuclear agreement than ever in recent years, but stressed that it is still not final and that some key issues remain open.

Speaking in an informational conversation with journalists, senior American officials said negotiations with Iran are about “90-95%<18x1> concluded and that the new agreement is expected to be different from that reached during President Barack Obama's time, from which Trump withdrew during his first term.

Iran seems to release for uranium reserves

The biggest progress in negotiations seems to be linked to Iran's long-enriched uranium reserves, which have long been the main obstacle to the talks.


According to a senior administration official Trump, Tehran has agreed to “in principle” to give up uranium reserves near the level of nuclear weapons, although methods of implementation and verification are still being negotiated.


The question is how this will be done, the official said, rejecting claims that Iran has refused to hand over the material.


Currently, Iran has over 440 pounds [440 kg] of enriched uranium to 60 percent, according to the International Nuclear Energy Agency - a level far beyond civilian needs and only one technical step away from the nuclear level.


Iranian sources suggest that one of the solutions may be to reduce uranium under international supervision by the UN nuclear agency.


Another senior US official said a framework envisioning a 60-day deadline for finalising a full-fledged agreement is being discussed.


Administration officials Trump argue that the new framework of the agreement is based on strict conditions and strong implementation mechanisms, by contrast, by the 2015 nuclear agreement (JCPOA).

According to the American administration, Iran has agreed “in principle” that the Hormuz Strait remains open, without obstacles or tariffs for commercial ships, while Washington will ease its maritime blockade measures in exchange.


However, officials stressed that military options remain on the table, if diplomacy fails.


We have options. We can return to military blows unless the” agreement is reached, an official said.


Regional Accounts and Internal Policy in Iran

Administration officials present this process not only as an agreement on nuclear issues but also as part of a broader strategy to influence the internal balances of power in Iran.


The main goal is to empower the most moderate elements in Iran, so that the impact of the hard line” is dim, an official said, adding that, according to American intelligence, moderates are gaining ground, even though hard conservatives continue to have considerable control.


Officials refused to say clearly whether military pressure or economic sanctions have influenced more of Tehran's change in attitude, but acknowledged that Iranian negotiators are making concessions - especially for enriching uranium.


Officials also discovered that Trump has pressured regional leaders, including those from Saudi Arabia, Qatar and Pakistan, to support a broader normalisation process in the region, including Israel - a demand that, according to reports, has caught some by surprise.


“There was silence on the line and Trump joked, wondering if there were still”, an American official showed.


Currently, the White House is making an effort to show careful optimism.

Officials insist there is still much work before a final agreement is reached.
