Elez: Within two days, 90 thousand out of the 105 thousand voters in the mail from the diaspora accepted the ballot package.

Within three days, the Central Election Commission has managed to send the ballot package to over 85% of registered voters via mail.
These data were released by CEC spokesman Valmir Elez, as according to him, out of the approximately 105 thousand registered voters so far over 900,000 have accepted the ballot package and other accompanying materials at their address.
The process of voting by mail has started on 21 May and will be completed 6 June.
The voting process outside Kosovo has begun on May 21st for voters who are registered to vote through mail. Before the beginning of this process, The CEC, through the economic operator, has sent out of Kosovo about 105 thousand individual packages for each registered voter to vote via mail. According to data, during just three days (May 21st), The CEC has managed to distribute over 90 thousand individual packages, which also contain the” ballot, Elesi told Gazeta Express.
Each package sent to registered voters contains 1. Voter guide; 2. Revocation; 3. The envelope of secrecy; and 4. Zarfin returns.
According to CEC guidelines, each voter, after accepting the ballot package, is instructed to follow the next vote steps:
• Fill out ballot;
• Place complete ballot in the envelope of secrecy;
• Place the envelope of secrecy with the ballot inside and the registration card in the return envelope;
• on the return envelope, mark the mailbox address;
• Place mail stamps (if applied to the country where you live) and send the envelope to the mail;
The CEC has invited voters for attention that the envelope should reach the country's most distant mailbox by June 6th 2026.
According to the CEC, the number of voters registered for voting outside Kosovo is 132,212 voters, of whom, 100,970 are registered to send the ballot to the mailbox outside Kosovo, 3,518 to send the ballot to the post box in Kosovo and 27,724 to vote physically in the diplomatic zone.
According to data from this list, the number of Kosovo citizens rightly votes in this election process is 2,092,174 voters. This list includes 15,884 more voters than in the early elections for Koved, which were held on December 28th 2025.
According to data from the Vote List, the number of eligible citizens in the polls is 1,959,962 voters in the Republic of Kosovo, while the number of citizens registered to vote outside Kosovo is 132,212 voters, of whom 100,970 are registered to send the ballot to the mailbox outside Kosovo, 3,518 to send the letter to the mailbox in Kosovo and 27,724 to vote physically in the diplomatic zone.
