Over 2m euros for voting abroad alone, how is the CEC spending its funds on elections?

For organising extraordinary elections, the Central Election Commission has 10m and 800 thousand euros available.
But these financial means, the CEC is being spent mainly through single-source tenders.
Since the time of June 7th, the institution in question has awarded 14 tenders with negotiated procedures, with a total value approaching three million.
However, most of this money was spent on just one procedure.
Over 2m euros, the CEC cost only tenders for postal services and voting abroad.
A lot of it cost itself the printing of balloting, even exceeding the projected sum of nearly $350,000.
While the other 12 behave with an estimated eight thousand to 100,000 euros, Rtv Siagjini reports.
Although many single-source tenders have been awarded, according to connoisseurs, the CEC has not violated the Public Procurement Law.
Article 35 renders the procedure used in emergency cases. So, the upcoming election deadline can be considered such, so there is a rationale based”, said Ardit Dragusha, Public Procurement Researchers in D+.
However, disturbingly, it is considered that in at least some procedures, the CEC has been forced to give contracts on the projected value, drawing tools from other projects.
There are several cases where the CEC has exceeded the projected value, even with more than 50,000 euros, to meet the demands of economic operators. This potentially jeopardises the realisation of several projects of importance”, Ardit Dragusha, public procurement researcher in D+, said.
Giving the tender in negotiated procedure for printing ballots, which was a major challenge for the CEC, President Kreshnik Radoniqi himself had reasoned with the short term.
