Who violates the Constitution is ʹsuper-criminal how many times he stepped on the Constitution?

On February 17th 2008, Kosovo declared its independence and registered on political maps of independent states. Two months after the declaration of Independence, the Kosovo Assembly ratified the Constitution, which entered into force on June 15th 2008.
Over the years, the Constitution has often been the target of violations by government officials who have led Kosovo.
Even during the Kurti Government, violations of the Constitution have been recorded, though Vetevendosje officials, as opposed to the opposition, promised that it would be fully respected.
Albin Kurti, who was in opposition, even called “uper-crime”.
However, his government turned into constant violators of the Constitution.
In nearly six years of government over 10 times the Constitution was violated by Albin Kurti's government.

Government Kurti 1:
March 31, 2020, because it restricted freedom of movement without legal grounds.
May 1, 2020, the Prizren Ministry of Health's decision to declare quarantine because it was illegal.
The Constitutional Court found that fundamental rights and freedoms of citizens were violated.

Government Kurti 2:
January 2nd, 2022, the Parliament's decision to sack members of the Independent Council overseer because it violated the council's independence.
April 8th, 2022 .C.I.I.E.'s intervention in the Kamenica Community for reorganizing schools because it had exceeded competencies.
The violation was carried out by Education Minister Arberie Nagavci.
Under the Constitutional Court's decision, Minister Arberi Nagavci had stepped in to the competencies of the Kamenica Community for education reform initiated by the former chairman of Kastrati.
The decision stated that the AugustI through the teaching decision “has exceeded competence and violated municipal responsibilities, respectively, has intervened in the personal competencies of the Kamenica municipality in terms of providing public education, contrary to constitutional and legal guarantees”.
Nagavci had even said that this decision would be analysed in her public response.
March 24, 2023, changing the Law on the Prosecutorial Council because power intervened in its independence. The Constitution ended Kurt's ambitions to control not only the government and the assembly but also an essential part of the judiciary.
The Constitutional Court found that Justice Minister Albulen Haxhiu has violated the Constitution. The court declared anti-unconstitutional Law for the Prosecutorial Council, which was drafted by the justice minister.
August 1st, 2023. The dismissal of RTK's board from the Assembly, because there was no legal basis.
The court overturned the Parliament's decision to sack five members of the Independent Council for the Kosovo Civil Service, as well as to bring down the decision on the Assembly's dismissal of RTK Board members.
August 3, 2023 The Law for Public Officials because it politicized the state administration.
November 24, 2023 The Law on roofing Prices for Basic Products, because it provided government intervention in the illegal market.
The Constitutional Court had declared it contrary to the Constitution of the Law adopted by the government by Kurti for the price of ceiling, which spurred regimes by power.
December 26, 2023 The Law on Salaries because it violated fundamental rights and was discriminated against.
June 26, 2024 The Law for the Bureau of Confiscating Unjustified Riches because it was an instrument for the persecution of political opponents.
June 27, 2024 The Law for Independent Council overseer for Civil Service was aimed at apprehending and subordination the administration.
April 23, 2025 The Law for Independent Media Commission because it violated the independence of this institution.
The violation was made during the Assembly Constituy sessions, by VVA deputy and the chairman of these hearings, Avni Dehari.
When MPs did not vote a commission report, Dehari called “akt unprecedented”. But according to the Constitution, voting is fair no obligation. No MP accountable to the Chief.
May 1, 2025 Dehar proposed a secret vote. Without approval. No commission represented directly. No grounds in the rules.
He had not acted in accordance with the “Act of Constitutional Court of the Republic of Kosovo in the case of KO124/25, June 26, 2025”.
The next point of the Constitutional decision was that the chairman of the Parliament can only be elected by an open vote.
A candidate may also be nominated just three times as chairman of the Assembly, until VV, Albulen Haxhiu, had proposed it all 54 times.
Under the decision, the chairman of the sessions is obliged to invite the largest parliamentary group's representative to propose the candidate for the Kosovo Republic of Kosovo's (P) Parliament, which/which is elected through open voting, which can only be realised up to 3 (three) times for the same candidate/tensity”.
We remember that the Constitution of Kosovo, ratified on April 9, 2008, is the highest judicial act guaranteeing fundamental rights and freedoms for all Kosovo citizens.
