Under the decision issued by the Ministry of Labour, Families and Values of Liberation War on 13 April, the Central Labour Inspectorate is obliged to draft an emergency plan and immediately launch an extraordinary national action of inspections. The action will take place throughout the country's territory for a 15-day period, with focus on construction sites and high-risk activities.
Inspections will be carried out intensively, including during holiday days and off the regular working hours. In cases where disrespecting basic security and health measures at work is found, subjects will face immediate bans on activity, establishment of block signs, and punishment measures under legislation in effect. Also, procedures for temporary suspension of activity and other legal measures are provided, until the fulfillment of recommended requirements, the reporter writes in the decision.
The decision envisions organising the work of field inspectors with two daily shifts, aimed at increasing coverage throughout the day, including during the holidays. In addition, mandatory wheeling of inspectors between municipalities and regions is ordered.
Within the framework of the measures, a temporary Inter-Institution Force for Security and Health in the Construction Sector is formed, consisting of representatives of the Kosovo Labour Inspectorate, the Kosovo Police and other relevant institutions. Its task is to coordinate operations on the ground and support in implementing punitive measures.
Also, an ad hoc team is set up to analyze the recent cases of workplace accidents, which will consider recent and recent cases and those that occurred over the past 12 months, and will provide recommendations for preventive measures and improvement of the inspection system. This team is obliged to submit final report within a month.
