According to American authorities, these instructions are designed to help citizens plan travel by having a clearer view of security risks and to take protective measures during their stay abroad. In the Balkan region, Albania and Kosovo are classified at Level 2, meaning “, carefully add”. Serbia ranks at the same level. Meanwhile, Northern Macedonia and Montenegro are at Level 1, the lowest level of risk, with only the pursuit of ordinary security measures recommended.

Among the high-risk countries, Iran is ranked at Level 4, with a recommendation “don't travel”. According to the US State Department, risks include terrorism, civil unrest, kidnappings, arbitrary arrests of American citizens, and unjust detentions.

Meanwhile, several other countries in the region, such as Saudi Arabia, Oman, Kuwait, and Bahrain, are listed at level 2 and 3, ranging from “, carefully add” to “, see travel”.
