This new legal document sets a previously unknown standard for managing public spaces by private subjects, focusing heavily on holidaymakers' safety, environmental protection, and ensuring income for local government.
Revenues Go to Together
Although the contract is signed with the National Coast Agency, the financial beneficiaries of these agreements will directly be the Local Self - Government Units (Bashkit) where investment is located.
Under the decision, the annual fee fee will be calculated based on tariffs approved by the Municipal Council and will begin to gather as the hotel or the resort is put in place. To avoid devaluation, this fee will be indexed annually based on the inflation rate announced by INSTAT. Investors have 30 days to pay off the bill every month of October; otherwise, they will face interest and risk breaking the contract.
High Security Standards
One of the points that comes to the attention and rigorousness of the new VKM is Achyca 1, which sets the standards of the Watch Tower and the Quick Assistance Box. Strategic investors can no longer be content with a simple beach guard.
They are forced to employ certified observers throughout the season and equip the station with professional rescue tools, including floating bars, bota “backatch” and dylbi. Furthermore, the medical aid box is required to be at the level of a mini-reanimation, including mandatory: oxygen tanks, respiratory reanimation equipment, and ampula adrenaline for cases of anaphylactic shock.
Fines and off contracts
For any violation of the conditions, the government has predicted strict financial penalties, which will pour 100% into the state budget. Some of the main fines include:
400,000 Leke ($4.160) for repeating the lack of beach watchers (20000 Leka 2.40 for the first time).
200,000 Leke ($2,080) for failing to implement safety conditions, hygiene, or environmental pollution.
150,000 Leke ($1.560) if the subject exercises activity outside the area defined in the contract.
If the investor fails to pay the fees or give up strategic investment, the GDP has the right to resolve the agreement. In this case, the subject is forced to turn the beach into its initial state at its own expense, and the state does not take over any financial compensation for investments conducted in the beach infrastructure. / RTSH
