In response it is said that the Law for the Odas of architects and Engineers at the Construction Field is clear, construction professions should be exercised by licensed engineers, within the competencies defined according to the licenses categories, with direct intent to protect public safety.
“Anyway, in practice the opposite is happening: The law is not being implemented fully by all institutions. Control over the implementation of licenses and professional responsibilities is insufficient. Limitations from standards and legal competencies” are allowed, said in response.
Oda Engineers said this is not just procedural violations, but, reportedly, direct risks to citizens' lives and property. The earthels in the construction pits are a direct consequence of this reality.
In such cases, besides the risk of human life, we also have property damage and major economic consequences that can and should be prevented through law enforcement. They are the result of a system where the law is not being implemented by rigorousity, professional responsibilities relativised, and institutional control remains formal”.
The response is said to be that the same logic of danger exists in many other construction investments, from residential facilities to infrastructure, where any compromise with the law is translated into real danger to public safety.
“Law enforcement is not an option, and neither is the matter of interpretation legal and institutional obligation. Therefore, we call on all responsible institutions: Uncompetitive implementation of legislation in force”
Make sure every project is implemented by licensed professionals within their competencies. Strengthen control and inspection mechanisms. Take concrete measures against any violations.
