Skender Isufi testifies in Nagip Krasniqi's case, shows how tenders were held at KEK

He said that at that meeting, besides the procurement director, the chief chief chief and secretary had been present, where the requirements for changing the terms of the contract, including the matter of value, deadline and guarantees, were discussed.
Responding to the prosecutor's questions, Fikrie Zejullahu, Isufi, who has testified in the quality of Kosovo executive director A's duty, said he had been chairman of the commission for this procurement activity.
“The shift has been a tender with negotiation, I have been chairman of the commission and a colleague, Ramadana Ahmeti, has been a member and colleague from the procurement has been Mirvette Grguri. This event was in January-February sometime in 2023.
The documentation is usually considered and then requested if there is anything or is continued to negotiate with the operator. The offer has been made by the operator TA Hellas from Greece. Asked how it was handled with this tender, the witness stated that after the end of the negotiations the commission had drafted the final report. In the question of who had participated in the negotiations, he replied: “We have been and have from time to time notified the director of the procurement office”.
Asked whether the contract had been entered with this company, the witness said: “The disparity of the distributions is the” contracting.
The prosecutor asked him if she had any knowledge of why this very company for performing services had been selected, while he replied that the commission had been granted the submitted offer for assessment.

“The résumés of experts who were part of the surveillance team have been reviewed, as far as diplomas were concerned, we didn't ask for them at the time. Then we asked him to hand over the diplomas who even handed us”, he said.
Responding to another procurement activity dealing with the windmill's slippery plates, Isufi said that tender had been open and started in December 2022. “Two operators have submitted offers, one being Erfoterm by Greece and SBB from Poland.
The SBB's offer has been at higher price than the previous budget in the file. There have been several demands that have not been submitted, I think the dynamic plan. This operator has qualified to be irresponsible.
The other operator has met the criteria, and in the commission's report it is recommended as a responsible bid and can be continued further”, he said. Asked whether as a member of the commission there had been other talks with official persons in KEK, he said he had communicated with the Procuration Office. I don't remember anyone with the procurement office. After we submitted the report, we were invited from March to consider several demands of the economic operator. The operator has asked for a change in values, has asked for action, has also been the question of the deadline when it started works”, he said. In the question of whether the demands for changing conditions were accepted, the witness stated:
For accepting that KEK has demanded that it be tamed through the article that concerns the cash kept. Every bill presented stops the amount of money. There was a percentage that was used... it was worth 15% ”, he said. Regarding e-mail communication with chief executive for changing conditions, the witness said:<x2 The first time the economic operator sent this request for change, I was told that if you remain there, the best guarantee of performance didn't change. That's what I remember. Don't change my assurance”, he said. Former KEK chief chief leader Nagip Krasniqi is being charged with criminal work “Use of official position or authority”.
He has earlier described the indictment as mounted and stressed that his five - month stay in custody is unfair. According to the indictment filed by the Special Prosecutor of the Republic of Kosovo (PSRK) on 30 December 2024, Krasniqi, along with Ymer Dragush and Isuf Zamen, is charged with undermining the state budget by about 37m euros.
Nagip Krasniqi and Ymer Dragusha are charged with “Using official task”, while Krasniqi is also charged with “State Secret Exploration”. Isuf Zeynep is charged with “Help conduct the criminal act misuse of the official task”. At the initial session on February 7th 2025, Krasniqi and Zejna have pleaded innocent, while Ymer Dragusha has pleaded guilty after the deal with the Prosecutor.
