The Ministry of Foreign Affairs and Diaspore has acquired 500 copies of the book “Mascrats in Kosovo 1998-1999” by Skelzen Gashi, director of the non-governmental organisation “Admore”.
Copies of books sought by the Ministry of Foreign Affairs are translated into English.
They were purchased from the publishing house “Dukagini” through a negotiated tender without publishing the Foreign Affairs and Diaspore Ministry contract announcement (MPJD).

The tender has weighed 14,999.00 euros, writes Democracy.com.
Given the MPJD's announcement on the state-procurement platform, a tender assessment commission negotiated only with the company “Dukagini” for the purchase of 500 copies of the book.
For this procurement procedure, the ministry devoted a financial fund of 15,000.00 euros.
During negotiations between members of the assessment commission and representative of the publishing house “Dukagini”, the parties reached agreement on the 1 euro discount of 1.00 to 14,99.00 euros.

A greater discount of the price is considered impossible by “Dukagini”, which has confirmed that the sale of the book is done without any financial benefit to the company.
The company's representative, Clarita Demiri, has said that profits from the sale of the book will go to support the creation of a platform dedicated to war crimes in Kosovo.
The reason for this is that the sale of this book is done without any financial benefit on our part, in order to support the creation of a war crimes site dedicated to Kosovo, which will be realised with revenues from this book”, the representative of the publishing house “Dukagini” was quoted as saying in the negotiation process.

According to the Tent File for “the purchase of books for the 1998-1999 massacres in Kosovo in English”, MPJD has set as criteria “a number of massacres documented by Serbian forces against civilians, mainly Albanians, in 1998-1999”.
The book “Masakrat in Kosovo 1998-1999” by author Shkelzen Gashi is published by nongovernmental organisations “Admore” and Interra” and released from the press in September last year.
It is published in three languages: Albanian, Serbian, and English.
The publishing organisations have also announced that tools from book sale will be used to create the Kosovo-1999 website for massacres.
The book in question, published by organisations “Admovere” and <x2Interra”, claims to handle the record of massacres committed during 1998 1999, relying on local and international sources, including human rights organisations and judicial documents. It aims to serve as a tool for informing international opinion, fighting denial of crimes and preserving historical memory.
