The Kosovo government has adopted today the decision to distribute the 13th salary for public sector workers. Although it has been said that the beneficiaries are all those who have met the conditions, this decision has stirred disappointment with workers who serve the public sector through the private sector. Independent Union of the Kosovo Private Sector Chairman (SPSPK), Yusuf Azemi, has named this decision a discrimination and has called for his correction to include these workers.

Azem in an interview for Online Economy explained why discrimination has been committed to workers, broadcast Periscope.

“In the first place, we enjoy the fact that the Government of Kosovo is sharing the 13th salary for public sector workers, but on the other hand, with this decision it has made a discrimination of workers at the level of Kosovo. As we have said that we are somewhere over 200 thousand who share tools for Kosovo's budget and we are the ones who produce and what the huge part of Kosovo's budget covers with our money and on the other hand, if you share means much more than the public sector, it's a discrimination of such a kind with which only one government can do it in Kosovo, that elsewhere they can't do it instead that private sector workers at the moment are with much lower salaries even with a much more serious social situation,” he said.

He said workers would have to be priorities by the government, but according to him were otherwise treated.

Instead of this being a priority, this has done the opposite because I'm saying, we're the workers we produce, while public sector workers are the ones who spend. And no irony: we enjoy the 13th salary for these workers, but we have enormous pressures from private sector workers: why do they receive and we don't?

Azem calls discrimination not including workers and says this is not the first discrimination being committed to workers.

And it's not the first discrimination he's done to these workers. I repeat, human discrimination and discrimination, we're saying so in classifying workers. Because if someone had to have this salary first, it's after the workers that no matter how much they might say that let them pay the owners of companies, actually even the owners of companies are in a very, very serious situation. And I think there's been a very big mistake, maybe it'll be corrected that even these workers should be separated by”, the potential Azem.

He stresses that communication with Kurti Government is impossible until it addresses workers who are not included in the 13th salary.

So to be honest, we've always benefited from the past only when we've had tremendous pressure. I know that these people don't communicate, with these people they don't understand, and their attitudes are fixed. What we're saying, we should briefly tell the employees of Kosovo's private sector: you get your 13th salary, it's not giving you the prime minister and the minister of finance. He doesn't see it reasonable until we see the opposite, these don't see this orientation that we're seeing”, he says.

Azzam disclosed that numerous workers have complained about not participating in the 13th salary, citing those at the University Clinical Centre in Kosovo and the University of Pristina.

The “is, especially the workers, for example, that we perform services to state institutions. Security workers, technical workers, for example, take it to KKUK and Pristina University, that is, we get paid from the state budget. These workers are paid from the state budget and these workers are not being paid, we actually have enormous pressure. Yet, that is, normal workers who need to be organized, and we need to know where to pressure them from happening. Although I'm saying in the past not that we've always come off victorious against these leaders because they don't have the Kosovo private sector workers d'afrost”, he added.

Finance Minister Iron Murati has today indicated that this decision applies to all public officials who have met the established criteria.

“We are adopting the 13th salary for all employees in the public sector who receive salaries from the Republic of Kosovo budget. So it's about public officials. As for the 13th pay, there have been several cases so when it is seen how to apply in the best way possible, it is the case of all those who already have 12 months. So in the public sector and they get the 13th full salary which is equal, so when calculated, it's equal to the value of the cofficient multiplied to the cofficient unit that has the respective position for the person who's on the salary list in March, so this month”, he said.
