In his letter, Merz wrote to Kurt that “ahead of you and your government remain challenging tasks. ”
He adds “I am convinced that with your experience, you will make the necessary and necessary decisions for further Euro-Atlantic integration of Kosovo. ”
Referring to dialogue with Serbia, Merz said: “This includes further progress in the EU-mediated dialogue on normalisation with Serbia. ”
In the end, Merz provides relevant support in implementing obligations, with words that “Make sure Kosovo has a strong and reliable partner in Germany for these tasks. ”

Meanwhile, Macron in his letter highlights the European dimension of the process.
He wrote to Kurti that “Finance is convinced that the country of all Western Balkan countries is within the European Union. ”
Referring to dialogue with Serbia, Macron wrote that “Finance will also continue to support uneasily efforts to normalise relations between Kosovo and Serbia. ”
He directly cites existing agreements: the “Brussels and Ohrid Agreements have established direction. ”
Furthermore, he added, the “is up to both sides to implement the commitments made under the dialogue facilitated by the European Union. ”

The Road Agreement reached in February 2023 defines the obligations of both sides: One not to prevent Kosovo's international integration, and two, for Kosovo to establish association.
Article 7 says: “Kosovo commits to providing an appropriate level of self-awareness for the Serb community in Kosovo. ”
The same article includes the possibility for an organised structure: “including the possibility of financial support from Serbia and a direct channel of communication. ”
Article 10 highlights the obligation to implement: “The two sides confirm their obligation to implement all previous dialogue agreements. ”
This includes the 2013 and 2015 agreements for the Association of Serb-run municipalities.
