Finance Minister Iron Murati, until presenting the budget for this municipality, stressed that the budget for this year will be about 3.6m euros.
We have ahead of us the budget of Zubin Potok's municipality, which, unfortunately, has failed to be approved on time and according to procedure, as in other cases, before the budget -- that is, the law on budgetary division -- is passed on second reading and entered into force. However, the Public Finance Management Law has seen this scenario. So if a municipality budget cannot be adopted over time and included in the budgetary division law, then, at the first moment approved, it is handed over to the Ministry of Finance. The Ministry of Finance forwards it through government collection, through the Government's decision of approval in the Assembly, where then the Parliament has the right to approve.
Since we are dealing with the budget of a municipality which, however, has adopted the budget within the borders that have been defined and observed other provisions of the Board Law, in addition to violating the deadline that took place in this case, then the recommendation of the Ministry of Finance is to be approved by Zubin Potok's budget. This is done in order not to bring up problems this year on budget planning and management.
In all, the budget is somewhere around 3.6m euros. As for content, the Ministry of Finance has no right to change anything, not even the commission here; simply, anything within the borders is prosecuted for approval or not from the Parliament. In view of this, I invite you for approval from the commission and then even at the” session, Murati said.
