Ahmed Hilmi Abd al-Baki Pasha was appointed on September 22nd 1948 as prime minister of the Croatian General Government, also known as All-Palestine Government, formed at the Gaza Strip following the outbreak of the Arab-Israeln war and the proclamation of the state of Israel.

 

This government was created with the support of the Arab League and aimed at politically representing Palestinians in an extremely turbulent period of historical history. Although its authority was limited and was not internationally recognised as an independent state, it marks the first formal effort for Palestinian self-rule.

Ahmed Hilmi Pasha was formerly a senior manager, including the post of governor of Jerusalem, a position of special importance in the Ottoman Empire. After the fall of the empire, he remained active in Arab and Palestinian political life.

 

He passed away in 1963 and was buried in Jerusalem, remaining a symbolic figure in Palestine's political history, although his name is often overlooked in modern debates.
