IKD: Kosovo Assembly Must act urgently

Kosovo's Institute for Justice (IKD) stresses that Kosovo's Assembly must address a series of urgent decisions that are crucial to normal functioning of constitutional order and the stability of institutions.

According to the IKD, these decisions are not only political obligations, but direct constitutional and legal obligations, which require immediate and responsible action by citizens' elected representatives.

“One of the main priorities of the Assembly is the adoption of the Law on Budget Divisions for the Kosovo Republic budget for 2026, ratification of the agreement with the European Union for the Growth Plan (880m euros) and ratification of the agreement with the World Bank (90m euros). These decisions are necessary for advancing strategic national interests, implementing international obligations, financial functioning of the state, implementing public policies and avoiding the uncertainty of institutions”, the IKD communiqué said.

And so, The IKD says the Assembly should ensure financing of Kosovo Radio Television (RTK) and financial support for municipalities, as part of legal and political obligations for ensuring public services and functioning of municipalities throughout the country's territory.

A equally important priority remains the implementation of the Constitutional Court's judgments, including the act of the Law on Salaries in the Public Sector and the rights of over 94 thousand public officials. Failure to comply with these decisions directly violates the principle of rule of law and the trust of citizens in constitutional order”, it further says.

Therefore, the IKD estimates that the new legislature must act with urgency, responsibility and transparency, unblocking key processes, implementing constitutional judgments and strengthening the deputy role of the Assembly in the function of ensuring democratic order and public interest.
