Muharrem Gashi, leader of the Tarift Department in ZRE, has stated that the proposed revenues include the proposed regulatory components, such as operational costs, capital investment-related costs, amortifications, labour capital and license fees, stressing that Kosovo's proposed assets are 669 thousand and 28 euros for 2026, 712 thousand and 410 euros for 2027 and 8355 and 613 euros for 2028, while their structure is dominated mainly by operational costs, Klanos broadcast.
“ZRREE has accepted ALPEX application for determining NEMO revenues and tariffs for the period 2026-2028. After analyzing and reviewing the app on technical, financial and legal terms, the ZRE has also developed the public consulting process, which has come up with the consultative report, which has been published on the ZRE website. This report was released in December 2025; during this period we had no comment from the interest parties or from the ALEPEX. The review is conducted in line with the Law on Energy Regulatory, Electricity Law and methodology for determining the tariffs of the allowed power market operator NEMO. This legal base gives ZRE competence for the adoption of allowed revenues and the Tatar structure. The proposed investments are supplied, the Kosovo tributary bid includes standard regulatory components, such as operational costs, costs related to capital investments, amortisations, labour capital, license fees. The proposed values for Kosovo for 2026 as inflow are 669 thousand and 28 euros for 2026. For 2027 it is 712 thousand and 410 euros, and in 2028 it is 835 thousand and 613 euros. Income structure is dominated mainly by operational costs. This increase is not the result of increased tariffs. This stems from increased cost per entity, energy volume” has increased, he said.
Gashi has added that these tariffs do not represent the prices of electricity in the stock market, as market prices are formed automatically by the trading platform, based on offers and demand of participants in the market every day and every hour.
The NEMO tariff list for Kosovo is proposed to be unchanged compared to the preliminary period, and continues to apply to the market... ALPEX tariffs should be clarified that they apply only to services to stock members, including annual tariffs, administrative tariffs, variable trading fees, clergyisation. So these tariffs do not represent the prices of electricity in the stock market, as these market prices are automatically formed by the trading platform based on the market's demand bids per day and every hour”, he said.
