Fog about “Hawks K1”- Two companies, one fears and many doubts

The claims of two companies from Gjilani “Future Minds Academy” and “Miga Skychild” Scifter K1” is their product, accompanied by reactions and doubts in public opinion, writes Radio Free Europe.

What happened?

The allegations arose after early January, the directors of these companies posted a video on social networks, which, according to them, presented “the testing moment of this military threat, hitting a certain object on the territory of another state”.

The Kosovo Defence Ministry then told the media in Pristina that “has no information on production, permission and the test process of the Droni”.

A few days later, the same media reported that the video was of a Chinese company and that part of it was generated with artificial intelligence (IA).

The location, where the two companies claim to produce military and civilian fears, was visited in November last year by incumbent Kosovo Prime Minister Albin Kurti.

Kurti told reporters on January 30th that he cannot know all the details of the companies he visits, and added that it is “open to listen to criticism when something is not as presented to”.

Doubts of losing “Scifter K1” was fraud, denied to the head of “Future Minds Academy”, which in his Facebook post called “the media proposal”.

The chairman of the other company “Miga Skychild”, who says he committed himself to the production of fears, Muahmet Ajrullahu, refused to comment on allegations raised in the media and politicians when contacted by REL.

What did political parties say?

The Democratic Party of Kosovo called for institutional investigation into the case.

Besa Kabashi-Ramaj, a candidate for this party's MP, who in the past legislature was in opposition, said the incumbent prime minister, Kurti, publicly deceived, promoting something false, which, according to her, poses a security problem.

The chairman of the Alliance for the Future of Kosovo, Ramush Haradinaj, said the “scandal with photos and videos of Kurti with imaginary fears is only one of hundreds of cases of the true disproportion of the face of this power”.

Radio Free Europe called for clarification of the situation by the Ministry of Defence and response from the prosecution whether the case constitutes criminal offence or whether it is engaged in investigations, but until the publication of this article, no response was received.

According to this article, anyone who presents the facts in false form, conceals them or cheats them in order to profit money or cause material harm to the other, or causes one to commit or not an act by sacking them of illegal loss or profit, may be fined and imprisonment of between 3 months and 5 years.

However, this article does not specifically foresee public fraud in cases where it is not accompanied by financial or material harm.

Who are the companies?

According to data from the Kosovo Business Recording Agency (ARBK), both of these companies that allegedly engaged in the production of drones were registered in 2025.

“Future Minds Academy” figures with two workers and capitals of a thousand euros, while educational activities are declared in the event's description.

The company “Miga Skychild” in ARBK figures with one worker and capital of 750 thousand euros, while its activity is described as the product of the military war machine.

What does the law say?

Under the Weapons Law, arms production in Kosovo is allowed only with special state permission.

Article 26 stipulates that only legal persons can produce weapons, parts of arms and ammunition category A, and only after equipment with licenses and consent from the Kosovo Security Force Ministry.

The law obliges companies to meet strict technical and security conditions, as well as to announce relevant institutions for the start of production.

Kosovo capacity

Last year, Kosovo bought thousands of Skydagger and Bayraktar fears from Turkey.

Authorities presented this acquisition as a step towards strengthening the country's defence capacities, while NATO warned that any air activity should be co-ordinated with its mission in Kosovo, KFOR.

That same year, Kosovo also accepted a fleet of drones purchased by the United States.

Defence Ministry officials have confirmed earlier for Radio Free Europe that arms purchases are mostly realised by NATO Allied countries, including Germany, Turkey and the US.

The defence ministry's budget, meanwhile, has marked continued growth from 153m euros in 2024 to 207.8m euros in 2025.

The incumbent Prime Minister, Albin Kurti, has warned that the first ammunition factory in Kosovo will be built in Jahoc, Gjakova, while the first production is expected to begin at the end of 2026.
