The Supreme Court of Kosovo has found that nine rules of regulation for organisation and exploitation of Pristina's Community Parkings are contrary to constitutional rights, the principle of legitimacy and European standards for human rights.
This decision was made after the indictment that the Group for Juridical and Political Studies Group (GLPS) -- which had opposed the legality and constitutionality of some of the competencies this regulation has recognised to the public company “Pristina Parking”.
According to GLPS, contested provisions include authorisation of the company for placing blockades in vehicles, confiscating them, as well as exempting them from responsibility for the damages that may be caused to citizens in parking space.
These competencies, according to the organisation, are illegal and conflict with the fundamental principles of the rule of law.
GLPS has indicated that it will hold a press conference Thursday, where it will further clarify the findings of the Supreme Court and the importance of this decision on protecting citizens' rights and guaranteeing rule of law at the local level./Periscopi/
