She said that this report has been sent to President Osmani, incumbent Prime Minister Albin Kurti and CEC Chairman Kreshnik Radoniqi.
On behalf of the mission, let me thank the president of Kosovo for inviting us to observe these elections. I also want to express my appreciation for the people of Kosovo, their dedication to the democratic process is clear”, she said.
Loiseau announced that the mission's work began in early January and continued through the entire election process and that there were 104 observers committed.
She said this report contains a comprehensive election assessment and 19 recommendations to improve future election processes in Kosovo.
“We hope that these recommendations will serve as the basis for reflection and dialogue, dialogue among all interested parties, political parties, media, electoral organs and various communities”, Loisau said.
She cited the new law on general elections, calling it an improved online voter registration outside Kosovo.
“PZAP dealt quickly with a considerable number of cases during the” election process, she said, until she added that the Supreme Court handled cases on time.
Loisau said the campaign was tarnished by harsh rhetoric and stimulating language, not to mention names.
The “Fushata was vibrant and we have noticed an increase in political pluralism, but on the other side the dynamic of the campaign period was tarnished by harsh rhetoric and promotional language”, she said.
“We observed the politicisation of key institutions involved in the election, the CEC initially failed to certified the Serbian List for Elections and approve the funds for parties at times”, she said.
She also mentioned the fall of the CEC's online site on election night.
This affected the tablemaking process and delayed publishing preliminary results by endangering public confidence”, she said. /Periscope/
