The Speaker of the Parliament's post belongs to the winning party, so says the Constitution, and that has already been clarified with the interpretation of the Constitutional Court, which says all MPs are obliged to vote.
The constitution requires that only persons who have become MPs can be elected in the post of mayor and vice-presidents, so one cannot be elected who has not become an MP.
This suggests that each elected MP is eligible for the mayoral post, respectively, but that the discretion to propose which of the MPs is to the winning party, the proposal for which MPs become the deputy chairman of the Parliament belongs to the three largest parties.
