Also, the communiqué calls on the government to, among other things, increase its attention and particular treatment for critical digital infrastructure at the country level, ensuring that essential systems as e-Procurement have long-term stability and security.
Kosovo Democratic Institute (KDI), the branch of Transparency International in Kosovo, expresses concern about the failure of the e-Procuration platform now for the third consecutive day, said among other things in the communiqué.

The Kosovo Democratic Institute (KDI), the branch of Transparency International in Kosovo, expresses concern about the failure of the e-Procury platform now for the third consecutive day.
E-Procure platform is a key mechanism for public procurement management, processing over 10,000 procedures annually and managing about 30% of the state budget. Every day the malfunction of this platform translates into considerable delays in procurement, uncertainty for economic operators and restrictions on public access and supervisory institutions.
This problem stresses the need for critical digital systems to be addressed with high priorities at the state level to ensure sustainable functioning, cyber security and adequate technical support. Despite financial support for maintenance and development of the platform, the continuing challenge remains the lack of human resources specialised in the field of information technology (TI) within the KCPP. Noncompetive salaries and difficulties in recruiting and maintaining TI experts have influenced the institution's technical capacities to remain limited, jeopardising the system's long-term maintenance and development.
In this direction, KDI calls on the Kosovo government that:
• To increase particular attention and treatment for critical digital infrastructure at the country level, ensuring that essential systems such as e-Procurement have long-term stability and security.
• Take measures to strengthen TI professional capacities within key institutions, including improving conditions and recruiting policies for field experts, providing a stable and qualified staff for the maintenance and development of digital systems.
• To develop an integrated strategy for security and improved digital public infrastructure, to prevent similar disruptions and to ensure the continued functioning of key services for the state and citizens.
Ensuring digital infrastructure stability and functionality is not only a technical issue, but a necessity for the integrity and efficiency of managing public funds. Without an added commitment to this sector, it risks not only transparency and fair competition in public procurement, but also the trust of citizens and businesses in state institutions.
The Kosovo Democratic Institute (KDI) will continue to monitor this situation and seek concrete accountability and actions from institutions to ensure a functional and sustainable digital infrastructure.
