President Trump Administration Draws USAID Staff Worldwide

President Donald Trump's administration announced it will withdraw almost all USAID personnel around the world, a move towards closing the mission for six decades, strengthening American security through the war on hunger, education financing and efforts to end the epidemic. The administration announced employees via e-mail and a published online announcement, the latest announcement concerning the sudden break-up of the aid agency by President Donald Trump's restored political appointees and the Federation Government Efficiency Department teams of Efficiency named many of the programmes for other countries as income abuses.

The order goes into effect shortly before Friday midnight and gives the agency's interior personnel abroad deadlines many of the employees had started to pack up in anticipation of announcement 30 days to return to the US, unless their work is considered essential. The contractors that are not defined as essential will also be fired, the announcement said.

The taking of this measure has been controversial for days and is the most drastic among a series of proposals for consolidating the State Department Agency. Other options include closing U's smaller missionsAID and the partial closure of larger missions.

Thousands of U employees AID has lost jobs and a host of programmes worldwide have been closed after Republican President Trump set up a comprehensive funding freeze for other countries.

Despite disputes by democratic lawmakers, the aid agency has been the main target, while the new administration and the Government Efficiency Department, led by Elon Mousk, for reducing spending, aims to shrink the federal government.

They have ordered a ban on spending that has paralysed US-funded aid and work development worldwide, led to layoffs or forced permission of senior executives or other U employees. USAID, while on Monday it was banned from the agency's headquarters in Washington.

Lawmakers said the agency's computer servers had been removed.

“I spent the weekend dissolving USAID”, wrote on the X-net, Mr. Musk.

The massive withdrawal of thousands of workers abroad and Washington would have consequences on projects in about 120 countries around the world worth billions of dollars, including security assistance for partners such as Ukraine, ongoing efforts for clean water, employment training and education, including students under Taliban rule in Afghanistan.

The United States is the world's largest contributor to humanitarian aid.

Assistance to other countries generally amounts to less than 1% of the United States budget, less than the budget some other states spend on that purpose.

Health programs like those for help to end polio and a threshold that helped stem the global AIDS epidemic by saving more than 20 million lives in Africa have been closed.

Observation and deployment of rapid reaction teams for infectious diseases such as Ebola in Uganda has also been halted.

Hundreds of millions of dollars of food and medicines already delivered by American companies have remained at ports due to the agency's sudden closure by the adminsitre.

Democrat lawmakers and others say law stipulates U AID is an independent agency and cannot be closed without Congress approval. USAID supporters from both political parties say the agency's work abroad is essential to counter the influence of Russia, China and other rivals abroad, as well as the cement of alliances and partnerships.

The decision to withdraw USAID personnel and their families earlier than had been determined, is likely to have a cost of tens of millions of dollars in travel and transfer.

The personnel who were sent with forced permission include as foreign employees and civil service, who enjoy legal protection against arbitrary dismissal or delivery with forced permission for no reason.

The American Foreign Service Association, the union representing American diplomats, sent an announcement to its members condemning the decision and saying it was preparing legal steps to counter or stop it.

However, the local staff, employed by USAID, has fewer defense mechanisms.

U employees and family membersAID faced the need to make unforeseen decisions as the release of the announcement approached, including whether to remove children from school in the middle of the year. Some donated domestic animals after fearing that President Trump's administration gave time to prepare the documents to take them along.

Tuesday's announcement said exceptions from the case-by-case decision would be considered for those needing more time. But it was unclear who would process such requests or other documents necessary for the massive evacuation of thousands of employees abroad.

During the weekend, Mr. Musk's teams had made USAID's website impassable. On Tuesday evening, the site could be re-opened, while the only post was the announcement to attract personnel to the world.

The announcement was made as Secretary of State Marco Rubio pays a tour involving five countries in Central America and met with embassy and U staff US on two of U's biggest missionsAID in the region: in El Salvador and Guatemala, respectively, on Monday and Tuesday.

Journalists attending Mr Rubio's tournament were not allowed to be at meetings at those two countries, but were allowed at similar meetings in Panama on Sunday, in which Mr. Rubio praised employees, especially locals, for their dedication and service.

During a press conference earlier Tuesday, Secretary Rubio said he was “has long supported foreign assistance. I continue to support foreign assistance. But foreign aid is not charity”, He said.

He noted that any dollar spending the United States should advance its national interests.

The online announcement reportedly that personnel who would be exempted from forced permission include employees responsible for the mission's <x0 critical operations, guidance and special programmes” and that they would be informed by Thursday afternoon.
