Musk and Altman co-founded OpenAI in 2015 as a nonprofit company, but the relationship between them has deteriorated since Musk left the firm in 2018.
One of the reasons for tensions is the transformation of OpenAI into a profitable company that has been needed to secure funds for the development of more advanced artificial intelligence models, according to Altman, Euronews reports.
In a statement, Musk expressed support for OpenAI and said it is time for the company to become an open source force, focusing on security, as it once was.
The $ 97.4 billion bid is much lower than $157 billion, the company's assessment in the latest round of funding in October last year, while talks on another round of financing now estimate it at $300 billion.
Musk's lawyer voiced support for the offer he made, calling it an excellent opportunity to protect and develop OpenAI technology.
Besides offering for OpenAI, Musk is also co-operating with Oracle and a Japanese investment firm to help build an advanced US artificial intelligence infrastructure, estimated at $500 billion.
