He went side by side with outgoing President Joe Biden. The inauguration ceremony, traditionally held outside the U.S. Capitol, has moved into closed environments because of a forecast of frozen temperatures with a cold - 13C wind.
Technology billionaires, cabinet candidates and former presidents are at the ceremony at the US Capitol Rotonde, which moved to closed facilities for the first time in decades due to severe cold.
