Hargreaves has declared that the Association of Serb-run municipalities is central to the Kosovo-Serbia agreement and that it constitutes the key to unblocking Serbia's own obligations.
He has expressed his full conviction that Kosovo should trust its allies when they seek the establishment of Association, and has stressed that for Kosovo's progress towards international organisations that want to be joined, there is no substitute for the Association of Serb Major municipalities.
“Off, yes and yes. The association of municipalities with Serbian Majority (AKS) is central to Kosovo's agreement with Serbia and the key to unblocking Serbia's own obligations. And it is the solution that better meets the criteria to ensure that the rights and needs of the Kosovo Serb minority are protected and preserved within Kosovo's constitutional system. Of course, any AKS will have to comply with the Kosovo Constitution and avoid creating a new layer of government, or the shared executive power. But for Kosovo's progress towards international institutions that want to membership and to give its non-Serb community an appropriate voice in the way their jobs are conducted, there is no replacement for the AKS. The United Kingdom strongly supports Kosovo testing its current draft in its Constitutional Court”, he told Express.
Regarding recent actions in the north taken by Kosovo, the British ambassador has declared that his state recognises Kosovo's right to defend against the attacks and to have expectations that all people living within the territory of the Republic of Kosovo abide by Kosovo laws and regulations.
However, Hargreaves has also recalled that it is deeply in Kosovo's interest that all those living in Kosovo feel secure and protected. He has suggested that Kosovo's surprise actions in the north, such as the one for using the dinar, have not always helped ensure Serbs that their well-being will be protected in modern new Kosovo.
