Kosovo's two opposition parties, The LDK's PDK, in April this year, has called for the formation of the Parliamentary Investigative Commission to investigate the government's one-management contracts, but it was unable by the ruling party. According to MEPs Blerta Deliu of the Rable Krasniqi, the initiative was boycotted by the ruling party Vetevendosje as its people are involved in crime and corruption.
While Vetevendosje Movement MP Adnan Rrustemi has told Online Economy that parliamentary investigations contribute to the rule of law. But, according to him, the opposition has devalated this issue, demanding investigative commissions even for subjects that have been handled by the prosecution and courts.
The Democratic League of Kosovo MP, Rzazarta Krasniqi, has told Online Economy that the reason for this commission's failure is because Kurti Government is involved with many corrupt relatives.
It emphasises that the indictment for “Vetevendosje”, such as the case of Nagip Krasniqi and Martin Berisha.
The corrupt coalition has a lot because we have seen that the people of the Vetevendosje Movement who have been brought to an act, such as Nagip Krasniqi, but the most serious relatives that it is and still present to us in the international arena is that of Martin Berisha, and of many members of the Vetevendosje Movement. The commission is not supported, but other investigative commissions, which are backing the majority, have not come to the quorum. I'm starting myself as a member of the Commission for Foreign Policy, the investigative Commission. We've been six months, and we have a session Friday, and that's how it ends. We couldn't even vote on the list of people who had to come here to testify to the members of the Investigative Commission. These are the very ones who are blocking their rule's affairs”, Krasniqi said.
According to LDK deputy, many members of Prime Minister Kurti's party are involved in crime and corruption.
“They have only emerged, most of Vetevendosje members of what has been done with them. We've seen water editors at the Ministry of Infrastructure; you've seen it ecstaticly occupied by VV's assist; Martin Berishaaj; Director of '%ber-Lepencit' Faruk Mujka... has many VV people involved in crime and corruption. Kurti had said that in the Dobreva prison we would raise him for several floors, but now he is sending his people, not the people of other parties, as he suggested, ”, she said.
Krasniqi has declared that every day on the ground are seeing the frustration citizens have of Kurti Government, which was once promoted as “of hope”.
We're looking at a meeting with citizens every day who have failed because no promise he made during the campaign has taken place. He said he was going to release the power we work twice as expensive today, he said he'd release the property tax, but today we're paying double. He said he'd take TVS off on basic foods, you know how much inflation is in Kosovo and what we have. No promise he made during the campaign has held on to”, she said.
While Democratic Party of Kosovo MP Blerta Deliu-Codra, for Online Economy, has said the request for this commission is aimed at accounting for this government and clarifying the cases.
We expect that we will continue with our commitment as the biggest opposition party, our demands for forming the Investigative Commission, for accountability by the Government. Efforts have been made one year for the approval of this commission, but despite the opposition's permanent request have no approval and support, or the other commissions that have been voted by the majority have been boycotted with the non-participation of parliamentary deputies in these committee meetings have taken place. Of course, for accounts of cases that have occurred in the past and in the case of Dehar, but also for the other very controversial cases at the Legal Medicine Institute for the theft of samples and many other matters, not only to give light on them, but to bring no responsibility and not to encourage the Government to whiteen the case because as we have seen the cases used for electoral campaign, and there is nothing that we see<1>, Deliu said.
However, it stated that what has characterised the Assembly is the Government's equivalent not to investigate the Parliamentary Investigative Commissions, non-refundance and non-calculation of ministers.
“What has characterised the Assembly is the Government's equivalent not to investigate the Parliamentary Investigative Commissions, the non-responsory and non-compliance of ministers, including the prime minister himself. We as opposition, of course, that despite the fact that the election date has been set, consider that we will try to seek accountability and responsibility for the discouragement Kosovo citizens today have which have been challenged in all directions”, the MP added.
But Vetevendosje Movement deputy Adnan Rrustemi has told Online Economy that parliamentary investigations do not contribute to rule of law.
“We have been committed, but even the data on MPs' participation testify that the Vetvendosje Movement deputies have participated in most of these meetings, while opposition MPs have been missing at these meetings. But I have to say one thing on the little political level regarding the investigative commissions, this confused opposition in the absence of an alternative to programary political ideas, has extremely devalited the issue of parliamentary investigative commissions. Parliamentary investigations, or parliamentary investigation, is an important activity contributing to the rule of law or to the protection of public interest in an issue that has general interest and that, of course, no other institutions, such as the Prosecutor's Office or Court”, Rrustemi said.
He has criticism in the direction of opposition parties for requests for forming investigative commissions. According to him, in specific cases they have been treated by justice organs.
This opposition to almost every topic, as never before has the parliamentary investigative commission initiated, and remember, the most important political act for these parliamentary investigative commissions, has been the act of establishment and debate on the establishment, the moment the decision was made to establish even the opposition charges has ceased, the opposition's commitment has also stopped contributing to these commissions, because the topics have been peace-free and unobjected. Some of the topics in specific cases have been handled by the Prosecutor and Courts. Usually parliamentary investigative commissions initiate an issue of public interest, and parliamentary investigation results in the facts it offers to the Prosecutor and Court to deal with further, but parliamentary investigation cannot be conducted in parallel with the investigation the prosecution's body undertakes as it has in some cases or so. Therefore, the Vetevendosje Movement is very dedicated in this respect, the parliamentary investigation is highly valued but should not be devalred as it did during this legislature”, she said.
