He has blamed Finance Minister Hayran Mqira, saying his failure is justified with nothing.
Economist Bajra says he doubts that “the failure to execute wages is not linked to the absence of a manager's task fraud, but simply to some other operational problem”.
According to him, another day, wages are delayed, then considered legal violations.
“Today, legally, wages in the public sector have had to be executed, yet the government has failed. This is an unprecedented situation and there is no justification, as failure to execute wages is the responsibility of the Ministry of Finance and Minister Hekuran Murati. Under the Public Finance Management Law, any position of the financial official, including the treasury director, should have an alternative official. It's no excuse that the treasure director's position has remained incomplete, and today someone has been reminded of this fact exactly the last day of the month, when citizens and employees should already have their salaries in their accounts. Even a day's delay implies a legal offense. I suspect that failure to execute wages is not linked to the absence of a manager's task officer, but simply to another operational problem”, Professor Bajra said of Periscope.
For this Periscope The Kosovo Administration Union has also reacted.
Chief unionist Ali Gashi for Periscope said he has been shocking, and that officials are concerned about such a thing because of the obligations they now have in winter.
Gashi said that the government has done so deliberately to upset public officials.
And we're concerned, because as we know we're at the beginning of our winter obligations, it's been unprecedented, something shocking, but it's actually waiting, because the government has deliberately not undertaken measures to cover up its department, the position of the civil official in the signing for payment permits. This is shocking, the government's continuing inability and apparently a deliberate move to nervous and stress workers in the public sector who receive salaries from the Kosovo Republic budget”, Gashi has said of Periscope.
The government has failed to execute wages for public officials and social schemes for September.
