CorrWatch: Taskist positions are being held illegally

“On September 26th, 2024 has been made 1 year from the Law's entry into force for Public Officials (LZP) and a significant majority of the leadership positions (general secretary, department director and division leader) continue to be held with a task guide, even though the legal deadline has expired. The LZP has set several rules and deadlines regarding task makers where, among other things, the maximum exercise of a position that is 6+6 months or 1 year. For the illustration, of a total of 16 ministers of the Government (including the Office of the Prime Minister), 8 of them operate with duty advisers. As far as executive agencies are concerned, 29 of them are task/responding agents”, says CorrWatch, part of which are the Group for Jury and Political Studies (GLPS), the GAP Institute and INDEP.

The response points out that overcoming this term except that it is lawlessness itself, “produces another legal consequence that is the illegal declaration of any decision taken by the urger/e, following a 1-year deadline as defined by the LZP” itself.

“The illegal announcement of decisions issued by taskeers after the 1-year term, taking into account the nature of high-level leadership decisions, risks and seriously violates the rights and legitimate interests of persons who are legally guaranteed, especially in those institutions which provide public administrative services. The passage of the legal deadline for taskeers is a legal violation of both direct supervisors and holders of the positions appointed as task adviser”, said in response.

The Corrwatch Initiative has called on institutions to take immediate legal action in recruiting free positions in public administration.

According to her, the continuation of the duty perpetrators' phenomenon, which has been degraded at the rate for years, is an unacceptable practice and must end without delay.
