CEC spokeswoman Valmir Elezi has explained the voting process outside Kosovo since the application and until the moment of the vote.
According to Elez, the voting process outside Kosovo includes two key phases, the application to be registered as voters outside Kosovo, and the vote for all persons who manage to register successfully as voters outside Kosovo.
The voting process outside Kosovo under the new law included two key phases -- the first application to be registered outside Kosovo. During the first phase, there will be a period of time when Kosovo citizens living abroad will apply to register as voters outside Kosovo. There are two ways to apply for registration: one of them will be active, there's an application for recording via electronic platform. The other way, but this only happens under extraordinary circumstances, is through mail, in one of the CEC mailbox. The CEC allows voter registration outside Kosovo even through personal email”, Elez explained.
According to him, at the moment of the census, voters will be individually determined for the way they vote.
“At the time of the census, voters will individually be defined for voting mode, physically, on diplomatic representation or in their spaces, which are transformed into polling stations, according to the CEC criteria, sending ballotes through the CEC mailbox, on Kosovo's post office, and sending mail ballotes to one of the mail boxes opened by the CEC and facilitating diplomatic representations outside Kosovo”, Elez said.
Meanwhile, during the second phase, which will apply only to citizens who have managed to register as voters outside Kosovo, depending on which way the voter is scheduled for voting, there will be a period when voters can vote.
“According to the law, voters who choose to vote via mail, their ballot packages can be sent to the CEC mailbox in Kosovo, or to the mailing box outside Kosovo, which are opened by the CEC with the help of diplomatic representation. Also, with the new Law on General Elections, the vote will be organised in diplomatic representation for voters who have chosen this way of voting. Voting on diplomatic representation is organised the day before election day in Kosovo. Counting these ballot papers is done in Kosovo”, Elez said of Economy Online.
Under the law, the CEC through underground acts defines the criteria and conditions that must meet the facilities of diplomatic representations transformed into voting spaces, as well as determine the maximum number of voters who can vote for each diplomatic representative. Under the law, the CEC in co-operation with the Ministry of Foreign Affairs will make assessments of physical spaces for each diplomatic representative.
