“is their” Stano lifts EU responsibility, says failure to implement agreement is a failure of Kurti and Vuciqi

EU spokesman Peter Stano, in an interview for N1, has talked about dialogue between Kosovo and Serbia. Stano has agreed to the conclusion that dialogue has failed, but has said that the process is only in a bind, since the two leaders, Kurti and Vucinq, refused to speak and that even when they speak, they are able [...]
They're actually hurting their people. But if we look at the history of dialogue, he's had good times and bad for over ten years. There are a number of agreements that have been reached, and a number of things have improved in people's lives. For example, we reached an agreement on telecommunications, a deal on many things, small things that affected people on the ground. Of course, people always focus on the negative=x1>, Stano said.
Stano has said that the progress that has been achieved between the two states is neither a dream that will be achieved and says there is already little progress and that the EU is doing everything possible to help the parties in the dialogue process.
In the end, Stano has said that if the agreement is not implemented and Kosovo and Serbia does not apply what they have promised, there will normally be progress and that it is a failure of dialogue, but that of those unable to speak.
“Again, if they are unable to implement the Agreement, fulfill what is promised, then there will be no progress. This, however, is not the failure of dialogue, but the failure of those unable to speak”, Stano has said.
