Scandalous: Kosovo Telekom did business with Felix's Osman

Kosovo's telecom has been involved in a widespread scale scandal for over 10 months, during 2019.

Over five years ago, involvement in nearby corrupt and scandalous acts had been untapped so far as for over 10 months the public company of Kosovo had officially had a partner of one of Europol's alleged names as the head of cocaine from Latin America to Europe.

During that period of time, between January and December 2019, Kosovo Telecom and Felix's Bekim Osmani were official partners, the Isander newspaper revealed.

Felix's Osman was a shareholder at a company that had benefited from the state of Kosovo a Telekom contract without any open competition. Telekom's chief chief at the time was Agron Mustafa.

But the story of this questionable contract does not end in 2019. is running again. The company that had shareholders one of Felix's clan brothers, whom Europol considers a dangerous criminal drug ring, has already made an official request towards the state of Kosovo.

He filed charges at the Arbitrazhi Tribulal operating within the Economic Ode. It requires over 1m and 750 thousand euros in compensation from Kosovo Telecom.

 

 

How did Osman's commitment as Kosovo Telecom partner come up?

Without any open competition, the Telekom management hired a private company to operate in the market as assistant to operator “VALA”

The company was named 3P. Name was short-term event to be performed for VIAHN, wait for Pare.

The application of this company enabled the VALAʹlines to fill the phone even when they had no money. Enter the wine at Telekom and pay later.

Bekim Osmani's name was not in company documents in the year when the contract was entered with Kosovo Telecom. The contract was five years long.

Osman had officially joined the company on January 31, 2019. He left on December 12th that same year.

The shares were surpassed by others who officially figured out as owners of 3P.

But how was it allowed by management that a man involved in international cocaine narcotics be a business partner of the state of Kosovo?

The contract between the parties was scheduled to announce Telekom's changes to the property structure, as well as to be approved by management.

The newspaper Insider has asked Kosovo Telekom who was the official who had approved Osman's name.

“in the contract file doesn't find any notification on changing the structure of the owner of this company. We are unaware and do not have any knowledge of who these people are”, says the Kosovo Telecom response provided by the Insander Journal.

However, Telekom has confirmed that the contract provided that change of owners would only have to be approved by Kosovo's employer/Telekom.

“According to the contract, Telekom and 3P cannot make the transfer of rights and obligations from this contract to the third person, whether it be partial or complete, with no written agreement of the”, the Telekom response is said.

Telekom, too, has confirmed that there was no open race for the engagement of this company and that another important document was missing.

No analysis has been made by the management of the then board for the need to engage such a operator.

We have not encountered any documentation in this contract file that proves that any market analysis has been made about this”.

How much did Bekim Osmani win and how much does he now require from the Kosovo Telecom?

Kosovo's Telekom has estimated that during the period 2018-23, private companies engaged without competition by the I then-led management have benefited a considerable amount of money.

The current management estimates that the amount received by 3P totals 200 thousand euros.

But this company is not satisfied. It requires a greater amount of money from Telekom, the Isander newspaper has discovered.

It requires that the state of Kosovo give an estimated 1m and 750 thousand euros in compensation for failing to implement the contract on the part of Kosovo Telecom.

The indictment has been handed over to the Arbitrazhi Tribulal at the Kosovo Economic Ode.

Economic Oda has yet to respond to the Isander Journal when the session will be held between Kosovo's 3P company and Telekom.

But what are the claims of the firm where heeder Bekim Osmani was?

“3P claims that during the contract implementation period, Telekom has not allowed full access to several platforms, and that utility management estimates have not been made under contract”, says Telekom's response to the Insander Journal.

However, according to Kosovo Telecom, this company has never filed such claims over the time the contract has been valid.

These claims, according to Telekom, have been submitted only after it is officially announced not to follow the contract.

Kosovo's telecom had announced this company six months before the contract expired that the same would not continue.

It was because of a troubled article in the contract. The management of the year 2018 had seen to it that the contract with this firm had a provision that allowed it to continue for another five years. It was presumption that the contract was valid for 10 years, despite the fact that there was no tender for the engagement of such a operator.

Mustafa: It's been a long time. I don't know Osman.

The newspaper Insider on this issue also interviewed Agron Mustaffen, who held the post of executive chief of Kosovo Telecom, at the time the contract was signed.

He refused to discuss the details of this contract, claiming that “has long passed. Nine years. I've got a problem with your memory”.

In fact, only six have passed, not nine, as the former chief of Kosovo Telekom states.

However, Mustafa says he has made no illegal action and that responsibility belongs to the interior commissions.

It's been passed through internal, prepave procedures. I finally signed it. That's it, Mustafa said.

Asked about Osman's involvement in this contract, Mustafa has confirmed he does not recognise Felix's famous.

The first <x0-year time I'm hearing it, Mustafa has told of the man who has already heard the whole of Europe, since it's part of Europol cocaine investigation reports.

By February 2022, Europol had hit their group. The Ottoman Union was mentioned as leader and was arrested. The media there also mentioned Qazim Osman. And the other two brothers Bekim and Berim Osman.

Spanish and Belgian agents were involved in the Europol operation. The Osman Union was captured in Majorca, Spain.

Europol reports indicated that a large asset of Osman's group was seized. Their value exceeded 30m euros. It included real estate in Majka, 84 oil paintings, 16 luxury hours, over 200,000 euros of cash, and seven luxury cars. Reports suggested that the criminal organisation at the helm, Felix, had created this fortune thanks to money laundering obtained from the import of cocaine that had been brought from Latin America and sold on the European market.
