According to Ramadani, every time Kosovo institutions have been consolidated and empowered, KFOR troops have been reduced, while, EULEX also had restructured itself by remaining in a symbolic number of Mentomy, Monitoring and Counseling (MMA), but that according to him is now happening.

Whenever we rejoice that NATO has brought more troops to Kosovo (as a need to repel the threats of Serbia or paramilitary groups), we should also remind ourselves that this implies more decision-making and implementation capacity for KFOR. Thus, KFOR's decision-making and implementation remain outside our public institutions -- that is, as a mandate derived from KS Resolution 1244. The UN. Therefore, it is less sovereignty for the state of Kosovo and not only in the north, but in the entire territory of Kosovo. Because, KFOR's mandate is not divided into specific regions in Kosovo, but includes the same entire territory. Consequently, the rise and reinvigoration of KFOR is the reduction of Kosovo's sovereignty in total. And not to talk about EULEX that should never be reinvigorated. “Pension” KFOR would be achieved in Kosovo, not increasing the number and restoring the implementation of their power on the ground.

The growth, empowerment, democratisation and consolidation of Kosovo's public institutions and security would have to result in the reduction of KFOR troops, and with their own reduction in KFOR's exercise of competencies under KFOR Resolution 1244 The UN.

These competencies have been recognised on Kosovo state institutions even with our Constitution, Article 153.

But the opposite is happening now.

• I remember when in 2019 we promoted the idea of KSF taking over the preservation of FilmCity (Central KFOR) in Pristina.

• I remember when in 2019 we promoted the idea that KSF would take over the preservation of the Decani Monastery, as a transitary phase, to follow it to the competence of the Kosovo Police.

These normal initiatives had to take time, but now five years later the situation deteriorated in this dimension.
