The release of this channel enables the municipalities of the Republic of Kosovo to begin the final process of budget planning.
The AKK expresses concern that if something like that does not happen, municipalities will not be able to carry out citizen debates, and that could lead to poor budget planning and non-fulfilling citizens' demands in realising their needs.
“Also, budget failure on September 1st costs municipalities with scores loss in the Performance Report, respectively, to be penalised by financial benefits from the Performance Grant. It's not the first time MPT sends this circuit too late and risks the municipalities without the technical opportunity to hand over the budget in time to the Communists, exactly on September 1st, which is a legal obligation for the budget to be handed over to the Communist Assembly. Without the Second World Circle, the municipalities do not even know the final budgetary boundaries as budgetary organisations, and this directly fails to deliver the budget to the Communist Assembly. If the MFTP occurs to be delayed further, the AKK board stresses that all responsibility should be taken over Minister Murati, which has so far shown neglect in relation to the demands of the municipalities”, chairman said I AKK, Saman Ibrahimi.
He has also called on Minister Murai as soon as I can carry the computers' financial means from increased personal revenues from 2023.
These tools are still blocked by the MFTP, and we remind the Minister Murati that these tools are of the municipalities and it seems very absurd that the means of the municipalities are blocked by the central level. It is no longer the equivalent of the increase in private revenues of 2023 that these revenues amount to millions of euros. The municipalities that have exceeded the planning of their own revenues for 2023 have approved this budgetary increase in the respective Communist Frameworks, but, MPPT still hasn't carried these in and dragged them for no reason. It should be known that MPT has a legal obligation that these tools carry to municipalities because they are self-inflowing municipalities and that the absolute majority of these tools are dedicated to capital investments, that is, to improving the lives of citizens”, Ibrahim said.
