Institute for International Studies Chairman Albert Rakipi says the time has come for another approach to dialogue between Pristina and Belgrade, which would provide solutions to the frozen conflict between the two countries.
He adds that the solution should come from above and below, which means both countries should recognise each other as independent states.
During an interview for the Voice of America, the expert says the formula followed so far, with the European Union's mediation shown that it has not worked on it suggests reflection and new approach in dialogue, which requires the EU's commitment, but specifically that of the United States.
Rakipi spoke and on the alert recently given by the US State Department that Russia is seeking to exploit interethnic tensions in the Western Balkan region to create instability.
