Such models, according to Professor Aliu, also pose the risk of Albanians becoming even more isolated. He thinks DUI now opens up this topic to cause debate so that a less painful solution can be found. Aliu thinks the best solution, according to law, would be to regulate the way government is formed, or the same would be done according to principle “the winner with the” winner.
For university professor Mersel Bilalli, this module is necessary because Macedonia is a multiethnic state with constitutional and institutional segments and weak factions. It states that Albanian political parties have not been sufficiently engaged in the economy, and this is now reflected in the functioning of the state.

Otherwise, the model of state regulation according to Belgium's model envisions divisions in 3 regions, two larger languages divided, while the third region is the capital of Brussels. Ireland has two partially self-government units -- South and North. The north has six circuits, no longer used for local government purposes, because eleven districts of Northern Ireland were established in 2015.
