Assistant General in the National Audition Office, [...]
The deputy general audience at the National Auditor's Office, Zuka Zuka, has said that in the audit reports of the 2023 biggest shortcomings are badly related to spending classification, property registration, procurement processes, exceeded positions.
The key issues that have impacted opinion on central and local levels have to do more in a financial way that has to do with poor spending classification, wealth registration, non-compliance at work. As to issues related to conclusions of compatibility, it is a broader list. This is about procurement processes, shortages and procurement processes, such as bidding assessment, the reward of economic operators, who have not met the criteria according to tender files, exceeded positions that are signed in the contract, but they are exceeded without compliance with legal provisions”, Zuka has said of kp
The largest shortcomings listed in municipalities, according to Zuka, are failure to implement the criteria, lack of contract management monitoring, supply exceeded, use of funds from several projects for other purposes.
“In some cases municipalities have used funds from several projects for other purposes. The criteria have not been implemented, setting up contracts, and there have been a lack of contract management monitoring, exceed in supply of contracted amounts, using non-adequate contracts, which have caused them to exceed their value in proportion to the projected value. We have the case with Maliseva over 8 million are contracts, we have cases in two other municipalities of Vushtari over two million, and Ferizaj has contracts of over two million, but they don't have enough options, Zuka said.
He has made it known that all municipalities in Kosovo have been audited, while concessions have also spoken about shortcomings recorded in public institutions and enterprises, where he has said concessions most involve the procurement and drafting of financial mirrors.
The “are mostly in the Ministry of Infrastructure, Culture, Youth and Sports, and the Ministry of Education for reasons perhaps even that they are the largest ministries and have budgets, especially in the procurement process. As far as public enterprises are concerned, issues more identified regarding the drafting of financial mirrors. There have been cases in public enterprises that there have been concessions to procurement processes. Trepca leads with larger issues, KRU Pristina, Termokos, Hidrodrin”, he said.
In 2023, auditing reveals that 38 cases are less than last year and are named a year with much lower reports. At the central level, the number of findings is 35 less, in public enterprises 20, while at the local level, the number is higher than last year.
Otherwise, during the expansion of the country's audit results for 2023, General Audience Vlora Spanca had suggested last month that the audit process had calculated shortcomings in most institutions in the field of financial reporting as well as under legal compatibility.
