EU High Representative Josep Borrell, through his report, which he submitted to EU member states, had recommended lifting measures for Kosovo. However, in addition to discussions that some states are for complete removal and some not, there has still been no concrete movement to remove them.
Germany as one of the member states that is directly involved in the Brussels Dialogue negotiations has made public its stance that it is about lifting the measures. From the German Embassy in Pristina, they have said Ambassador Jorn Rohde has reiterated that Germany supports the removal of measures against Kosovo.
However, from the German Embassy added that Rohde has also declared that the decision will be taken by all member states and that it remains in the hands of the Government of Kosovo to create a favourable climate for ensuring a necessary consensus in the Council for the removal of measures.
The German Ambassador to Kosovo “has repeatedly declared that Germany supports lifting measures against Kosovo. However, he also stressed that the decision would be taken by all EU member states and underlined his stance that it is in the hands of the Kosovo government to create a favourable climate that would ensure the necessary consensus in the Council for the removal of measures”, Christian Bottcher has told Gazeta Exprea.
German Ambassador Rohde had earlier spoken of the failure of the meeting between Republic of Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq, had said that although this meeting has nothing to do with the measures, his failure creates a positive spirit.
Kosovo has been imposed on measures in June 2023 due to actions related to local elections in four northern municipalities and sending mayors to municipal objects contrary to Allied councils.
