A total of 1,000 and 749 officials participated in the competition. From this number of police officials, 1,000 and 481 have passed their writing tests.
Under the promotion for the sergeant, Kosovo Police had become known there were a total of 350 seats available for the rank of Rrister.
“Based on analysis and police needs under the KP organisational structure, done prior to the start of the process, there are over 350 free positions for the rank of Sergeant”.
Although it was already expected to continue with the next stages of testing, this did not happen.
The police officials' promotion process has stalled.

And in this regard, the Kosovo Police Inspectorate, the Inspection Department, respectively, has published the report on the extraordinary inspection concerning “assessment of the management of the promotion process for Sergeant”.
According to the IPK, inspection has been carried out at the request of the IPK Executive Chief and has been focused on the Department of Human Resources of the Kosovo Police (including the Directorate for Performance Development and Carrias), as well as the Commission on the promotion process. The application for inspection has come as a result of concerns over the number considered complaints directed at the IPK over the regularity of the promotion process for the sergeant.
The aim of inspection has been to assess the integrity of the promotion process and shed light on its regularity. The inspection has provided opportunities to meet with the identification of free positions and analysis of the needs for promoted personnel, respect for the principles of equal treatment of parties, application and testing, decision making, transparency, and handling complaints of disgruntled parties”, the report states.
In addition, the findings of this inspection are of interest to the relevant police structure, including the executive, management and administrative level.
“The IPK under the report has provided eight (8) recommendations related to the need to review the harmonisation of the legal base that regulates the promotion procedure for police officials with the period of realisation of fundamental training, full inclusion of application criteria under declarations of the promotional processes, application of restrictive measures in human resource management system (PRIMS), respect the principle of inclusion in the evaluation panels and members from the ranks of other ethnic communities, better preparation of the technical process with writing, etc.
The Kosovo Police Inspectorate has stated that it expects Kosovo Police General Director to take action to avoid any weakness or release in this promotional process, viewing the inspection report as reflectors of findings that may have damaged the credibility of the process's prosperity in question.
Otherwise, the competition for the rank quiterestreaux under the Kosovo Police had not been opened for eight years.
This competition is being requested to be cancelled and start investigations into it.
The former head of the Appeals Court, Hasan Shala, has demanded that the Kosovo Police Inspectorate and the State Prosecutor initiate investigations to cancel the competition.
The commission that runs the concrete competition had to eliminate all applications that failed to meet the applications. The condition for the application has been two years' work. If he doesn't have another day, he should be excluded from the right to compete. To me it's even more disturbing the case of tests. This is very disturbing. That's how IPK and the Prosecutors should intervene, investigate and prove where those tests came from. Where exactly did Mrs. Doruntina Bylykbashi just like that in the boys of the commanders... There is room for prosecution and IPK on the condition that this competition be cancelled due to essential violations with application admission and the release of tests to candidates”, Hasani said in RTV Dukagjin.
The course of the test has been described as scandalous to Hasan, while re-inflammating that this competition must be cancelled.
The competition must be cancelled because it has enabled people who have failed to meet the conditions, plus even more scandalous the release of the test, so both make the IPK and the Prosecutors cancel this competition and make investigations into how tests have been conducted in candidates”, Hasani added.
Even the former police lieutenant, Refki Morina, has demanded that the IPK initiate investigations and report can be confirmed so that this competition can be returned to zero point.
The May 4th test for the promotion of Kosovo police from the “top police” to “Rester” still remains out of the question, as instances that will make the decision for this contest have not yet been declared what their final decision will be.
The competition that didn't open 8 years seems to have turned out to be even more problematic than Kosovo police officials could have imagined. /News.net.
