In this case, Morina, former head of the Geodesia and Ramaj sector, former head of the Cadastrian sector in the Drenas municipality, is charged that over an eight-year period, they had not respected legal procedures in case of changing agricultural land to construction lands in this municipality.
The court announced that Judge Ajvazi is missing at today's health-related hearing, reports “The Justice Trust”.
Neither did the accused Ramaj appear at this session, who according to his protector, lawyer Ramem Dresaj was on his way but since there were no legal conditions for holding the session he said he would announce the same for the next session.
In the absence of legal conditions, today's session was postponed in September of this year.
Otherwise, on October 9th 2023, the Constitutional Court in Pristina had declared a free trial against indictees Ramaj and Morina.
According to the indictment compiled on August 24th 2020, defendant Xhafer Ramaj, in the position of chief of the geodezian sector and defendant Shefqet Morina, in the position of chief in the Kadast sector in the Drensa municipality, in the quality of official persons have misused their office or official authority, have exceeded their competencies.
This is said to have been done in such a way that in the time period from 2010 to 2018, in the case of changing agricultural lands from field or meadow to construction soil, they have not respected any legal procedure.
On the other hand, it is said that in the case of changing land's destination, even though there was no Communist Parliament's decision in advance, the consent of the ministry or urban consent, depending on the category or class of land, defendants contrary to higher laws and administrative instruction, have made the conversion of agricultural land to land construction in 16 cadastral areas, in the Drina municipality, ZK. Low Zabel, ZK. Sankoc, ZK. Top cartoica, ZK. Hit it, ZK. Pollue, ZK. Turner, ZK. Lapushnik, ZK. Globar, ZK. Thunder, ZK. Negroc, ZK. Necoc, ZK. Komora, ZK. Grlogoc, ZK. Arlate, ZK. Old sky and ZK. Qikatov, totaling 25.55.51 hectare.
According to the prosecution, in the case of changing land from agricultural to land, there is no compensation for exchange, with the Drensas municipality being damaged in many of the 231 thousand and 689 euros. /Betimy for Justice
