It was Wednesday, just before 1500 p.m., Shemsie Elez was walking in the corridor outside his office at the Competition Authority of the Republic of Kosovo, when he felt a severe back pain.
Something hit him hard in the head, near the neck.
He would realize that it was an attack by another person, when initial contact would be followed by a hail of fists behind his head, his neck and face, writes Albanian Post.
He was being brutally beaten in his working environment by the General Director's task officer in the Competition Authority, Selajdin Beqa, his colleague.
Elez of his blows fell to the ground, until Beqa put his fists in combination and his kicks.
It didn't stop.
The terrorizing act on Elez, as described later in the act against Bedoua, would disrupt the intervention of other colleagues in the office, who were not yet aware of what was happening.
At least three of them, Etrit Tetovo, Florent Mehmeti and Enis Shatri, also declared to the police what their eyes saw that day (29 November 2023) and how they had subsequently withdrawn Beshac to save their colleague Elezi, who at the time held the position of task seeker of Market Supervisor.
Photos provided by Albanian Post show Elez's injuries from the Bedous shocks, which were later confirmed by medical reports number “2,8282” included in the indictment and later forensics expert Musa Gashi.

One of the shocks, the report explains, is made by a strong tool but is not yet known exactly what to do until the rest of the injuries are caused by hand in boxing.
According to Dr. Gashi's forensic expertise, dated February 13th, 2024 Pr-063/24“the victim's stroke has a head sprain and bruise on the left side of the neck caused by the mechanical operation of the strong vessel”.

As shown in the indictment, in his statement to the police, Elez had said that “While he had been at a meeting in his office at the Competition Authority, he had to go out to get some printed photocopies in the hallway, where he was physically attacked from behind by person Selajdin Beqa with fists and kicks and was knocked down”.
Elez added that “There was no way he could rise up and defend himself, and as a result of the stroke, he had suffered bodily injuries to his head, face, neck, and body, and there the staff intervened and had divided him.”.
This “actual state”, as the item explains, “also confirmed by witness statements”.

In a statement on the critical day, Elez had claimed that “As far as I could have been.“, outlining the attack by his superior Beqa.
“The shots are too strong, behind the back, without warning”.
Beqa had been given a version of the police station, alluding to Elesi “He had insulted me and captured my throat” and that “I didn't hit him. I just pushed him.”.
But his account, written in the indictment, has not confirmed the facts.
“State prosecutor estimates the defendant's defence finds no support in any evidence and that such a criminal statement has only aimed at avoiding criminal responsibility”.

When witness statements, medical reports and forensics, state prosecutor Besnik Jakupi, gathered, filed charges for Seladin Beqen, on March 18th, 2024.
Under the Law for Public Officials, Article 69 “Checkup under Official Task”, point 1.5., “Civil servant suspended on official duty” if “Criminal procedure for committing criminal acts has been initiated against civil servants during the exercise of their function”.

Consequently, according to the law, Beqa would have to be suspended at the moment the indictment was filed, but the chairman of the Competition Authority, Neime Binaku, in opposition to the law, not only had he not suspended, but Beqa, after beating the colleague, is promoted by the U.D. General Director of the Director General.
Binaku had made that decision despite the recommendation of members of the Competition Authority Commission that it should act by suspension in the Beqa case.
In the request provided by the Albanian Post, members of the Commission ask the chairman to hold the meeting and because of the establishment of the indictment, Beqa, as required by the law.

Mayor Binaku refuses to ask for meetings and also refuses to suspend Belgrade.
Bachere's connection to Binak and both with the ruling party, Vetevendosje Movement, had caused them to ignore Kosovo's law and continue both Beqa's work to advance to the position while there is an indictment.
From the e-mails media have provided from the prosecutor's file, it is understood that Beqa's attack on Elesi had come after Elesi had on several occasions complained that he was committing violations of the law and domestic procedures over and over again.

Such an announcement of violations by Elez had made that November 29th, not many minutes before the attack.
On the e-mail dated that day (29.11,2023), at 14:14, Elez wrote to Beqa about the violations.
He had explained to Bedouin that under the Law on Protection of Competition and Internal Order, Article 11, duties were clearly defined.
“So, based on this regulation, I believe you've made interference in the competencies of the DMT director when you've arranged a joint meeting with the parties and you've participated specifically with the side against which the Authority has been required to act.”, says we e-malin, after which the attack had followed.
Elez had explained through e-mail that he, by law, must not participate “in no phase of monitoring/investigation against companies, because by law and regulation, the levels of responsibilities are divided by what is considered to harm the development of the case.”.

History goes on and on.
Beqa, when she had beaten Elez, was holding the task of being a taskkeeper because she had expired her legal time for that position.
He was originally commissioned illegally to act by the General Director because the Leader of the Prevention Agreements Division had passed the Jurydic and Administration Director and then the Market Supervisor.
After this first violation, illegal appointment in office, Beqa then exceeds the time she is allowed to stand as a U.D. and continues to maintain her position without mandate.
In the meantime, with the aim of taking him for permanent office, the competition for the principal's position was open, where Beqa had appointed her own disfellowshipped criteria for others to end as director.
At that time, civil society organizations under the group CorrWatch They had been alarmed with a response to the media that there are doubts that the contest is set for one candidate.
The group for Juridical and Political Studies, the GAP Institute and the INDEP Institute for Development Policy had requested “canceling the recruiting process for General Director at the Competition Authority”.
“The first offense has to do with setting specific criteria”, said in response.
Besides not being followed by legal procedures for setting up this criterion, Corrwatch also raises the suspicion that the contest has been set up for a certain candidate for the fact that only a candidate meets this criterion. The same is an AKRK employee and currently replaces the position of director-general”, continues.
And just as the competition with full criticism continued to be open, Beqa also brutally beat up her colleague and, despite all, wins the position of the General Director, who continues to hold it, along with two other positions.
He, not by letter, but also actually exercises the duty of Market Supervisor Director and that of the head of the Forbidden Agreements Division.
Albanian Post has contacted the head of this institution, Neime Binaku, to ask him why he violates the law in Seladin Beqes' case.
The same, he initially agreed to speak, but after hearing the media question, he said that “can speak, because I'm now entering a” meeting and he's hung up the phone.
The AP has also contacted the director of the indictment, Bechen.
He initially denied that there is an indictment for this case.
Facing proof of possession of the indictment, Beqa said “No honor, no means, no tools after nothing.”, denying to attack him.
Then he added that “First for a process that will be handled by competent organs I don't want to talk about until it's done. Never talked, don't think I have anything to say. Until the process is done there I don't want to talk”.
This incredible history of abuse does not end here, but it does.
The all-powerful within authority, Beqa, following the consolidation of position in the institution, begins a terror campaign for workers in general and for the victim of its violence, Shemsy Elezin in particular.
Elez would then be removed from his position, rated low grades and sent to disciplinary commissions from Beqa.
After Chairman Binaku had refused to dismiss Beqen with an indictment from office, Shemsie Elezi had sent a letter to the deputies of the Kosovo Parliamentary Commission for Economy, Tragheti and Industry.
In this long letter, owned by Albanian Post, Elez had detailed his case.
Nothing again. The power of the Beast within the institution had only increased and misuse increased.
