Just 23 days after the mayor was elected, he applied for a house to be built. Was that the reason for the wearing of Lulzim Hetem in the municipality?

The Ministry of Management Local Power (MAPL) last year had opened a housing construction application for members of communities not majority in municipalities for which assistance is needed. That appeal has been surprisingly answered by Leposaviqi Mayor Lulzim Hetemi himself.

Periscop has secured documents showing that, dated 16,05 2023Hetemi has filled out the form where he has also reported on his economic situation. Despite being mayor of a municipality, Hetem claims to be in Early retirement.

In the oath, Hethem writes as follows;

I below signed the applicant in “Public Call for the renovation of houses/banes for non- majority communities in municipalities for which assistance is needed, declares that it met the appropriate requirements for participation in this call.
I admit that I have not benefited or accepted support from the Ministry of Local Power Management or any other institution or housing renovation organization in the last three years.
I declare that the data and documentation presented to the MAPL are correct and true, on the contrary I bear criminal and civil responsibility.
I agree that my data presented during the application will be used under Law No.06/L-082 for the Protection of Personal Data.

Who is Lulzim Hetemi?

With very low turnout and boycott by Serbian political parties, elections for mayors in four northern Kosovo municipalities -- northern Mitrovica, Zvecan, Leposaviq and Zubin Potok -- were held on 21 April. According to the Central Election Commission, only 1,000 and 567 citizens, or 3.47 percent of the approximately 45 thousand registered voters cast their vote. Despite such low turnout, the election process was named “legislation”.

One of the mayors in the north, the Leposavic one was Lulzim Hetemi from the ranks of the Vetevendosje Movement.
Hetem is known for his resistance in the municipal facility for months after the protests erupted there, which peaked 29 May.

After seven months of confined office, Hetem had decided to leave.

It is noteworthy that, on Kurt's orders, he was standing indoors until the internationals demanded that he not remain closed.
Reasoning for its closure was establishing legitimacy in the north.

In the midst of many riots and riots, Hetem had entered the office despite international demands that he perform his post in an alternative office.

We remember that on April 21st, 2024, a process of voting for dismissal or not of Albanian mayors in four municipalities in northern Kosovo has failed.

Local Serbs, who make up the majority of the population in northern Mitrovica, Zvecan, Leposaviq and Zubin Potok, have participated in the petition for the dismissal of mayors, have later boycotted the process, as the Serbian List has called.

This party -- the largest of Serbs in Kosovo -- who enjoys the support of official Belgrade -- has said it has decided to boycott the process due to old voter lists and claiming the planned procedures are “impossible” and that Kosovo Prime Minister Albin Kurti, “has done everything to make the vote fail”.

As a result of the failure of the 21 April process, Albanian mayors have secured another year at the helm of municipalities, as a similar process cannot be held in the next 12 months.
