KDI: Reform in Justice with Criticism and Confrontations, Few Results From 40 Legal Initiatives

It was said that the Kurti Government for these three years of governance has initiated about 40 legal initiatives under reforms in justice, but that the results have been slim.

The executive director of the Kosovo Democratic Institute (KDI), Ismet Kryeziu, has said that the process of reforms in justice during Albin Kurti's rule has been conveyed with much controversy and criticism.

This process has not been delivered peacefully, there have been many disputes, there has been much criticism even in the Constitutional Court, which have punished both constitutionality and other trends. Especially has the opposition been very vocal, including civil society”, he has said.

The Dutch Kingdom Ambassador to Kosovo, Karin Lobbezoo, has said that strengthening the rule of law in Kosovo should initially be known for the challenges.

“We are committed to empowering the rule of law in Kosovo in general justice reform. As you know, justice is a human effort and it is ideal that shapes institutions, laws and anti-corruption awareness. It remains challenging, as we are dealing with justice reform we must recognize challenges, factors to lead to more equal justice”, she has said.

Violet Hajoll, project manager at the Kosovo Democratic Institute (KDI), which introduced KDI Analysis: “SERVANT REFORMA: The Achievements, Challenges and Ways Before”, the government has said for three years has brought about 40 legal initiatives within the framework of reforms in justice but has had little results.

She has said that the three main proposals this government had -- the new Vetting process in the justice system, the establishment of a State Bureau for Verification and Confiscating of Unjustified Riches, and reforms at the Prosecutorial Council -- remain as key unfulfilled goals.

“As KDI has continued to pass the entire process, we have also offered our recommendations in these working groups, we have also worked with the Kosovo Assembly. For the past three years, there have been a large number of legal initiatives for justice reform, about 40 legal initiatives that the government has initiated, but if we make a resume of it lack results in practice. Key initiatives have not yet brought the desired results. Another element involving this report has been the inclusion of civil society organisations and citizens. As far as the involvement of citizens is concerned, we have seen that the public is not informed by legal initiatives. Which shows the need for better communication of Government and Assembly”, she said.
