Joseph: Government submits the US-designed draft status and leaves it in the hands of the Constitutional Court to decide

“This is the lowest point in relations (between two countries). I've been engaged in the Balkans since 1999, when managing refugee camps in Stankovec... We've worked hard and we know how hard it was. US-Kosovo relations are not only political technical relations, they are a deep link that continues to have political consequences. Putin and Xi Jinping still talk about 1999 and NATO intervention have not forgotten. It was a big step the United States took to intervene. And to see these relationships treated in such a careless way to get some points that we don't seem to need to listen to the United States anymore. Why? The US is not the dictator of Russia's type, which is trying to undermine Kosovo's sovereignty. The United States is supporters of Kosovo. It's not in Kosovo's interest. In this complex and dangerous world, Kosovo needs powerful friends and they must be respected”, Joseph told the Voice of America.

Joseph says NATO membership should be Kosovo's main goal and to ease the attitudes of Greece, Slovakia, Spain and Romania, four NATO member states that do not recognise its independence, he says Kosovo must meet its obligations.

Kosovo, according to him, needs through some “actions around the association to create a context, a platform so that the United States can lobby to non-recognition states.” Countries like Greece, he adds, want “a positive atmosphere within Kosovo in relation to Kosovo Serbs” to move towards recognition.

“The government and Prime Minister Kurti have the chance to tell everyone, not through words, but through works, that Serb residents are considered citizens of Kosovo, who have legitimate concerns... One of the main and very simple steps is to co-operate with them, to bring Kosovo Serbs back to the Kosovo Police ranks. That would be a big step that everyone would benefit from. Everyone except Aleksandar Vucic”, Says Mr. Joseph.

Joseph says Kosovo and its allies should focus on establishing a path to Kosovo's NATO membership as a permanent solution to tensions with Serbia.

“Russia and China could no longer influence Serbia and there would be no blockade... It would completely change dynamics, change the situation within Serbia, because it could not use Kosovo to destabilise the” region, He adds.

Asked about the Kosovo government's refusal to take concrete steps in the process of establishing association of Serb majority municipalities, as long as Belgrade does not comply with the obligations that come out of the agreement for normalisation reached in Ohrid, Joseph says there is a <x0 minimum balance community” because the positions of both countries are different, Serbia as a consolidated state and Kosovo still making efforts to gain recognition by European states.
