Hoti: No diplomacy at all

In an interview with former Finance Minister Avdullah Hoti, as far as economic issues in the country have spoken, he expressed concern over the management of the Pension Trust and the performance of public enterprises.
He has stressed the importance of representing workers on the Trust Board, noting that this board has been complete for nearly a year, which has negatively affected management of workers' savings funds. In addition, he criticised the worsening performance of public enterprises during the current government's mandate and increased subsidies and loans from the state budget for these companies.
According to Hoti, the country's connection with allies has been much better in the time of president Rugova.
The problem with this government is much more fundamental, of the total lack of political diplomacy, before all. There is no diplomacy at all this government, the embassy network that was founded on the preliminary governments is incised, leaving embassies without the necessary staff, sending non-competitive ambassadors, leaving a slave in charge of embassy work for years, which is kind of blowing up the host country.
Kosovo today does not, in four years of governance, we do not have a tangible fact in diplomatic terms. At least the opposite has happened, it is the deterioration of Kosovo's relations with key allies. Kosovo's relations with the United States even during the 1990s, when our declared state then has not recognised the world except Albania, has been better then. So, Kosovo President Rugova and other officials in American institutions have had better access then than we have now. It is the fourth year that the mandate is almost complete without any initial meeting of the prime minister's appropriate level with US officials”, Hoti points out.
According to him, it is urgent to have the voice of workers aboard the Trust.
“has almost a year since not complete the Trust Board. I've raised concerns over and over again, and for the fact that for a certain period, the Trust had no board at all, to manage the means that the Trust managed, which was a great concern. That situation was taken with comfort from the majority, but today we don't have the employee's representative on the Trust board, and now it's not even the business representative in this Trust that's quite disturbing, because at the end of the day, the Trust manages the savings of workers, the citizens, who have a job contract.
It is a fact that the performance of these funds is also determined by flows into financial, international markets, but when there is good management of these funds, losses can be avoided, risks that may occur in certain financial markets. What's urgent is to have the voice of workers aboard Trust”, says Hoti.
Former Finance Minister Hoti, speaking of worsening the country's economy, estimates that the performance of public enterprises in the country has deteriorated.
Their “Afarism is to regret, public enterprises in Kosovo are constantly behind business problems, investment businessmen, their performance, but, what has been achieved in the preliminary governments, is the independence of these companies from the state budget. For years it has not been paid a cent from the state budget for public enterprises, with the goal of having these companies independence, standing on their own, providing a business that allows income generation to cover their expenses.
The truth is, in the mandate of this government, subsidies have been multiplied for public enterprises, what should be done in these companies that are launched in the preliminary government is the extraction of performance indicators for public enterprises, where each of them under business plans for three years and one year old has clear indicators. Today we are in the fourth year where public enterprise performance has deteriorated. State budget spending for public enterprises has increased, and credit is increasing. For Kosovo Telekom, it has received loans from the state budget to pay 24 salaries for workers who have been dismissed from work”, says Hoti.
As far as exports decline and foreign investment are concerned, it says, is due to the country's leadership's promotional struggle rhetoric.
“It is statistics that show the situation where it's going, because even exports, external investments are the derivatives of the overall economic situation. The economic growth rate in the country measured through the percentage of gross domestic product growth during the mandate of this government is the lowest historically. Public investments are lower historically, foreign investment not measured in absolute value, but again as a percentage of the country's economy, of gross domestic product, are much lower historically. The investment environment in Kosovo today is overwhelming, even because of the country's promotional struggle rhetoric, but also because they have put their hands very deeply into legislation regulating foreign investments in particular”, Hoti concludes.
He also says that today Kosovo has no law on foreign investment, nor on economic areas as it has been in the preliminary government with the focus to attract foreign investors and promote local businesses.
