Joseph, in the part dedicated to the US role in the EU-attensible dialogue on normalisation of Kosovo-Serbia reports, also proposed that in parallel with the appointment of a special envoy for Kosovo recognition, the Biden administration should sanction leaders in Albania and Kosovo promoting any APUification of these two independent countries.
Biden's “Administrament could spur the convergence bid through the simultaneous appointment of a new special envoy dedicated to the recognition of Kosovo, in parallel to the announcement of US sanctions for leaders in Albania or Kosovo promoting the unification of Kosovo and Albania”, Joseph wrote on recent developments in the Western Balkans.
He argued that the appointment of a special representative shows all sides, including non-recognition in the EU, the seriousness of the US administration for convergence and the purpose of the US: a dignified, stabilising and permanent solution to the Kosovo-Serbia dispute that will lead to democratic closure of open issues in this region.
“The Special Minister for Recognition of Kosovo can also work with US and EU ambassadors in countries that have been convinced by Serbia to remove recognition of Kosovo... The appointment of a special envoy for the recognition of Kosovo would underscore the American expectation of delayed changes by European countries that do not recognise Kosovo”, Joseph underlined.
“The US must make it clear, just as it did when it sponsored Kosovo's independence in 2008, that all forms of division and unity are unacceptable and that those who promote division or union will be sanctioned. In doing so, the administration will increase convergence among all European counterparts, connoisseurs and non-recognitionants”. /Euronews.al/
