TV images showed firefighters moving the ruins by hand from the five-story flat building to Kukukcemce, on the European side of the city.
Seven people were first removed from the ruins, including two who were seriously injured, Istanbul Governor Davut Gul said as he visited the scene.
He said the 36-year structure collapsed at 8:40 a.m.
The cause was not clear, but there was no sign of explosion or seismic activity.
Only the last two floors were used, while the rest of the building was occupied by businesses.
Images from a camera across the street showed passengers waiting to board a public van at the time of the collapse, barely saving their impact from falling debris.
